Section A: General Contract Information
Contracting Activity: National Museum of the US Air Force
Project/Program Name: NMUSAF Security System Upgrade and Extension

Section B: Description of the Supplies/Services Required
The National Museum of the United States Air Force (NMUSAF) alarm upgrade project is to integrate additional wired and wireless exhibit access points to the existing Innovonics / LINX alarm system in building(s) 20487, 20489, 20494, and 20497.
These wired and wireless alarm points are meant to control and protect weapons and other high value artifacts as determined by AFI 84-103 Heritage Program Safety and Security requirements. The exhibit case alarms should be hardwired wherever possible to minimize manpower required to access to the secure exhibit cases.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Air Force Museum is upgrading and expanding the LINX alarm system within their installation. This system must tie in to the 88th Security Forces system. LINX Defense certifies who is able to program and/or tie in to the existing system. LINX Defense has identified only Calvin Electric and ESI Electric Contractors as certified and capable of being able to program and/or tie into the existing LINXS System. LINX brand must be used for the panel, touchpads, and boards in order to ensure continued compatibility and function with existing LINX systems, there are no other compatible systems.
Section D: Efforts to Obtain Competition
Due to the need to tie in and program to the 88th Security Forces existing LINX equipment, only two companies are authorized to program and/or tie into the existing LINXS security system and it must be done with LINXS equipment for compatibility purposes. At this time there is no compatible alternative. This portion of the requirement could be subcontracted out therefore there is still ample competition for the majority of the requirement in regards to obtaining the Innovonics or comparable security system components and installation of all components with the exception of the security forces tie in.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The National Museum of the United States Air Force continuously searches for new advances in securing its many hangars and displays by searching for compatible systems and exploring a complete replacement. However, replacement is not a viable option at this time due to cost. When the time comes to replace the whole system, expanded market research will take place.
However, any future companies will need to be certified to tie into the 88th security forces squadron's existing systems.
