Statement of Work for LINX Alarm and Wireless Alarm Expansion 11 March 2021

1.0 Scope of Work

The scope of this project is to provide expansion of the LINX Physical security system to allow for integration of additional wireless and wired alarm points for exhibit cases housing weapons and high value museum artifacts.

The additional Linx system is to be located in a physical location TBD to provide the best and most cost effective point to point wiring available to meet alarm point expansion.

Except as otherwise noted, the contractor shall furnish all resources, including but not limited to, labor, scissor lift and/or high lift equipment, tools, supplies and wiring necessary to integrate the additional alarm points and infrastructure procured in this contract

1.1 Background

The National Museum of the United States Air Force (NMUSAF) project to integrate additional Exhibit wired and wireless access points is part of an expansion and upgrade to the existing Inovonics / LINX alarm system in building(s) 20487, 20489, 20494, and 20497 meant to control and protect weapons and other high value artifacts as determined by AFI 84-103 Heritage Program Safety and Security requirements. The requirement for utilization of the LINX Wil-Burt system is driven by the Anti-Terrorism Force Protection (ATFP) program requirement to protect the NMUSAF Collection and provide physical security for the nearly 1.3 million visitors that visit the museum building(s) and grounds per year.

1.2 General Technical Requirements

The Inovonics exhibit case alarms should be hardwired wherever possible to minimize manpower required to access the secure exhibit cases. Since the existing LINX panels in building(s) 20489 and 20487 are already at maximum level an additional LINX Panel will be required to allow for an overall 150% expansion level of exhibit alarm points. Internal fiber strands on the museums intranet should be utilized where available in order to provide necessary connectivity between the museum buildings. If necessary, base fiber can be utilized on identified strands as necessary in order to complete connection between museum buildings. The contractor shall be an authorized distributor for the connection to the existing LINX Defense or Wil-Burt panels.

3.0 Technical Requirements

3.1 System Description

The system shall include the following equipment and material after the system is installed, the contractor shall test and certify that the system meets all requirements.

In order to complete the system, the contractor shall provide the following components, equipment and labor:

3.1.1.

Hangar 1 (Bldg. 20489)

1) Furnish labor and material to provide two(2) new LINX IDS keypads on 2nd Floor Mezzanine outside Room M-03. (1-keypad for Hangar 4 (Bldg. 20497) zones, 1 – keypad for Hangar 3 (Bldg. 20494) zones) This includes utilizing existing fiber from Hangar 3 to the security office in Hangar 1 (Bldg, 20489) connect new keypad using media converter.

2) Furnish labor and material to provide one new LINX keypad in security office for Hangar 3 zones.

Hangar 2 (Bldg. 20487)

3) Furnish labor and material to provide one (1) new Nema enclosure with three(3) LINX- 16i expansion VIP boards. This panel mounted in the vicinity of the existing Hangar 2 (20487) panel will provide expansion capability for forty-eight (48) future alarm points in Hangar(s) 1 and 2.

Hangar 3 (Bldg. 20494)

4) Furnish labor and material to provide one(1) new Nema enclosure with one LINX – VIP-E, 1

– Sonic wall and two(2) LINX 16i VIP boards. This panel mounted in the vicinity of the existing Hangar 3 panel will provide expansion capability for forty-eight(48) future alarm points in Hangar 3. This panel will require a new IP address and demark location in the panel room provided by the government.

5) Furnish labor and material to connect the existing Hangar 3 expansion panel to the new “master” VIP-E Panel. This includes deprograming and reprograming all expansion panel points.

Hangar 3 will be a stand-alone IDS upon completion. (similar to Hangar 4)

6) Furnish labor and material to provide one(1) new keypad at panel location. The Hangar 3 alarm zones (DCA) will have three(3) keypads total. (one (1) at panel, one (1) in Hangar 1 security office, and one(1) on 2nd Floor Mezzanine outside Room M-03).

7) Furnish labor and material to provide twelve(12) Inovonics EN4204R receiver mounted outside comm room and thirty-six(36) - EN1260 PIR Motion Sensor mounted at exhibit. This includes programing for thirty-six(36) alarm points.

Hangar 4 (Bldg. 497)

8) Furnish labor and material to provide one(1) new keypad for Hangar 4 zones at panel location.

9) Furnish labor and material to provide one(1) new Nema enclosure with three LINX- 16i expansion VIP boards. This panel mounted in the vicinity of the existing Hangar 4 (20497) panel will provide expansion capability for forty-eight(48) future alarm points.

10) Furnish labor and material to install one(1) - alarm point for existing wireless receiver for the AF Pen that was never connected.

11) Furnish labor and material to provide twelve(12) Inovonics EN4204R receivers mounted on support post near restrooms and thirty-six(36) - EN1260 PIR Motion Sensors mounted at exhibit locations. This includes programing for thirty-six(36) additional alarm points and 120volt power to receiver location.

Building(s) 20487, 20489, 20494, 20497

12) Furnish labor and material to replace sixty-four(64) existing wireless receivers with new Inovonics EN4204R Receiver. This includes using existing wiring and mounting location for new receivers. This replacement assumes all existing receivers have active alarm points and existing 120volt power.

13) Furnish labor and material to install twenty-four (24) new wireless receivers (Inovonics EN4204R) with new alarm points. This is to separate existing multiple transmitters that are connected to one(1) receiver. Each transmitter will have its own receiver and corresponding alarm point.

14) Furnish labor and material to replace sixty-four(64) existing wireless transmitters with new Inovonics EN1260 PIR Motion Detector. This includes working with the facility personal to access each individual case during normal business hours.

15) Furnish labor and material to replace three(3) existing repeaters with new Inovonics EN5040-T High power repeater with transformer. This includes using existing local power and existing mounting location.

16) Access to the alarm network data base will be provided by Security Forces and Super User personnel.

17) All work shall be completed during normal hours of operation identified in paragraph 4.1.

Contractor shall take all public safety precautions when working in public areas. Most of the project will be completed in non-public areas.

4.0 Implementation Services

4.1 Schedule

The contractor shall coordinate schedule with NMUSAF/MUO to ensure timely install the security components and integration of the Inovonics wired and wireless transmitter /receiver components. Testing by the contractor shall be accomplished one business day after completion of installation. NMUSAF/MUO will provide the contractor access to the facilities from 07:30 – 17:30 daily.

4.2 Equipment Installation

The contractor shall install all equipment and the installation shall adhere to communications industry, Air Force and Underwriters Laboratory standards. All contractor personnel shall be U.S. citizens.

4.3 Optimization

The contractor shall optimize all system equipment to ensure optimal performance.

4.4 Testing

Contractor shall conduct system testing that include all LINX Wil-Burt components, Inovonics alarm transmitter / receiver hardwire and wireless components to the LINX Panels referenced in Sec 3 above.

4.5 Training

Contractor shall provide training to operations security staff on how to operate Alarm Transmitter / receiver components for general operation and alarm point reset NLT two days after successful installation, programming and testing are completed.

4.6 Lead Time

Work to be completed 60 days from contract award.
