About this file

This document is a presentation outlining a Federal Bureau of Prisons (BOP) Electronics Replacement/Upgrade initiative prepared by Nathan Quick. The project encompasses three major components: stun/lethal fence systems, LiDAR detection technology, and radio system modernization across multiple correctional institutions.

The stun/lethal fence project will replace or upgrade existing systems at all penitentiaries except USP Tucson and USP Yazoo City, with a separate project for ADX Florence that will require extensive concrete work. The SOW seeks systems built with off-the-shelf products to minimize downtime and maintenance. Contractors will be responsible for stun/lethal fence installation, while BOP staff will handle FCI detection fence removal and installation. LiDAR sensors will provide continuous volumetric detection coverage from exterior building walls to perimeter fences at all penitentiaries. The LiDAR system must deliver high detection accuracy with low false-alarm rates and perform fully in low-light and total-darkness conditions. LiDAR installation is the contractor's responsibility. The radio system modernization involves replacing remaining Smartnet systems with an Enterprise system across 64 institutions, including 2 core systems to control operations. Additionally, 30 existing upgraded institutions will be converted to subsystems and integrated with the core systems at a later date.

By: Nathan Quick

STUN/LETHAL

FENCES

• All Penitentiary’s with the exception of USP Tucson and USP Yazoo City to replace/upgrade stun/lethal fences

• All Penitentiary’s to install Lidar to cover from building to perimeter fence line.

• Separate project to install a stun/lethal fence and Lidar at ADX Florence.

• Stun/lethal fence SOW will be seeking systems built with off-the-shelf products to minimize downtime and maintenance.

LIDAR

LiDAR sensors provide continuous, volumetric detection across secure areas.

Coverage from exterior building walls to perimeter fence.

System must have high detection accuracy with a low false-alarm rate.

Must perform fully in low light and total darkness situations.

RADIO SYSTEM

BOP project to replace remaining Smartnet radio systems with an Enterprise system.

64 institutions involved, including 2 core systems to control the system.

30 existing upgraded institutions to be converted to sub systems and added to the core’s at a later date.

INSTALLATION

BOP staff will remove and install FCI detection fences.

Stun/lethal fences are responsibility of the contractor.
