About this file

This document is an industry day presentation for the Bureau of Prisons (BOP) fire alarm system replacement projects scheduled for FY26. The BOP plans to replace or upgrade fire alarm systems at 12 federal prison institutions across four regional locations: three sites in the Mid-Atlantic Region (FCI Cumberland, USP Big Sandy, FCI Manchester), five sites in the North Central Region (MCC Chicago, FCI Marion, ADX Florence, FCI Florence, USMCFP Springfield), three sites in the Northeast Region (FCI Danbury, MDC Brooklyn, FCI Berlin), and one site in the Southeast Region (FCI Tallahassee). The acquisition will utilize the GSA Multiple Award Schedule (MAS) vehicle and is estimated at $5.0 million for the base year, with a total potential value of $15.9 million including two option years, spanning 36 months total.

The installation approach involves significant BOP staff and inmate participation, with inmates under BOP supervision performing conduit and field device installation. Up to 10 inmates per site will receive vendor-provided training on system basics and safety, while two BOP staff members per site will receive manufacturer-certified training on system operation, troubleshooting, and maintenance. The acquisition strategy incorporates structured contract line items (CLINs), clear evaluation criteria, and defensible market research to mitigate protest risk while ensuring life safety compliance and institutional readiness across the federal prison system.
