Section L - Instructions, Conditions, and Notices to Offerors

FINAL DOWNSELECT, MAAS PRODUCTION

L-901. INSTRUCTIONS TO OFFERORS

A. Overview Final Downselect, MAAS Production will be based on an evaluation of data presented at successful First Article Testing (FAT). In the event the two (2) contractors successfully complete FAT, both will be giving an opportunity to provide updated pricing for all CLINs with the exception of FAT and drawing update labor rates. In this context, the only planned submittal is the updated pricing volume in the required pricing spreadsheet, MAAS Downselect Pricing Matrix (Attachment 04). If only one (1) contractor successfully completes FAT, no pricing revision will be requested as the pricing for the basic competition will serve as the determination for fair and reasonable price competition. In order to be considered for the award of the full requirement the awardees must be within FACTOR II, see below. Award of the requirements type contract and its subsequent first order will constitute the authority for the successful contractor to proceed to production. Should a pricing volume be requested, an updated proposal or a letter stating there is no changes shall be submitted to the Government in the volume as set forth below:

FOR OFFICIAL USE ONLY

(3) Submit updated proposal or letter stating no changes to Cost/Price to the following:

Kristen.Campbell.2@us.af.mil and kelsey.wade@us.af.mil
*Note: If email addresses change the offerors will be notified.

(4) Volume I is due 15 days after successful FAT, 4:30 PM, Eastern Standard Time.

B. Communications The PCO will be the sole contact between the Government and the contractors beginning with the start of Downselect. Email may be used to transmit such information only if the email can be sent encrypted, and must include “Source Selection Information – See FAR 2.101 and 3.104” in the subject line of the email. Otherwise, source selection information may be transmitted via direct mailing or DoD Safe.

If an offeror’s computer system cannot support encryption technology, DoD Safe is the preferred alternative method of electronic submissions. The offeror should send an unencrypted email, including “Source Selection Information – See FAR 2.101 and 3.104” in the subject line, requesting a Drop Link for transmission purposes. If the offeror chooses not to utilize encrypted email or DoD Safe, the offeror shall send the PCO correspondence at the time that it submits the proposal stating that it accepts the risk of sending and receiving unencrypted electronic mail.

FACTOR I: Completion of Successful First Article Testing In order to enter into FACTOR 1, a First Article shall be deemed to have passed testing when testing data confirms that the article meets or exceeds the requirements of the First Article Test Matrix set forth in MIL-STD 3035 and MIL-STD 3036. NAVAIR, in coordination with the USAF AAS engineer has developed a test matrix using data pulled from MIL-STD 3036 that will be used for testing all types of USAF AAS. MIL-STD 3035, MIL-STD 3036 and the USAF AAS approved test matrix have been included in the RFP.

The test article(s) shall demonstrate, through deadload testing, a reliability rate of not less than 97 percent at a 0.90 confidence level using the binominal distribution. Additionally, test rejection criteria for all test articles is listed in MIL-STD 3036.

If all of FACTOR I criteria is met then the offeror will move into FACTOR II.

FACTOR II: Cost/Pricing Proposal Factor The Government will release a request for updated pricing, due 15 days after notice of successfully exiting FACTOR I. The Government will allow pricing updates to address the downselect award portion only.

For the Final Downselect, the Offerors shall submit the pricing for the Downselect CLINs in the cost/price Excel spreadsheet as provided in RFP Attachment 04, (MAAS Downselect Pricing Matrix) and the fill-in blanks on the SF1447 Schedule B. Please note only downward adjustments for CLINs will be accepted; no other pricing adjustments will be allowed. If no adjustment is being made to prices, the Offerors shall submit a letter stating that no adjustment to contract pricing is being proposed. The pricing listed in RFP Attachment 04, (MAAS Downselect Pricing Matrix) will take precedence over Schedule B should there be an error.

If only one contractor is able to enter into FACTOR II, award will be made to that contractor. If more than one contractor is able to enter into FACTOR II, award will be made to the contractor with the lowest TEP.
