About this file

This document is a Section L and M Instructions and Evaluation Factors file for a federal contract opportunity (Solicitation Number: FA820125Q0016) issued by the Department of the Air Force Materiel Command Air Force Sustainment Center. The solicitation seeks a mass communication, cloud-based, FedRAMP-approved digital signage platform for 8 geographically separated units, with requirements spanning hardware procurement, installation, maintenance, software services, and remote support.

The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis using a two-phase evaluation process. Phase one requires electronic submission of pricing spreadsheets and a detailed technical approach addressing hardware, software, professional support services, and sustainment. Proposals must demonstrate capabilities such as operating on US Air Force NIPRnet, hosting multiple TV displays, enabling content lock-off, scheduling content, supporting real-time events, and maintaining a 95% system uptime. Qualified offerors will be invited to a second phase system capability demonstration at Hill AFB, where their solution will be evaluated against specific performance requirements. The contract includes a basic year and option years, with hardware and installation deadlines set at 60 and 90 days after award, respectively.

Section M: Evaluation Factors for Award Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

Price Evaluation: A price evaluation will be performed on all proposals. The pricing criteria used for evaluation are (1) Completeness, (2) Reasonableness, (3) Balance, and (4) Total Evaluated Price (TEP).

1. Completeness – The Government will review the pricing submissions for completeness. Incomplete price submissions may not be evaluated, and the proposal may be eliminated from the competition.

2. Reasonableness – The existence of adequate price competition is expected to support a determination of reasonableness. If adequate price competition is not obtained, or if price reasonableness cannot be determined using analysis of the provided information, additional information IAW FAR 15.4 may be required to support the proposed price.

3. Balanced Pricing - Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more price elements are significantly over or understated as indicated by the application of price analysis techniques such as those defined by FAR 15.404-1. The Government will analyze offers to determine whether there is unbalanced pricing within the offers. IAW FAR 15.404-1, offers determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

4. Proposals will be ranked from lowest to highest price based on the Total Evaluated Price (TEP). The TEP is calculated be adding the price of all CLINs, including option CLINs. If a TEP for an Offeror cannot be calculated due to the omission or error of the Offeror, the Government may set aside the Offeror’s proposal and proceed to other Offerors’ proposals.

Technical Evaluation: A technical evaluation will be performed in two phases. In the first phase, an evaluation will be completed of the electronically submitted technical approach beginning with that of the lowest priced Offeror. A minimum of three lowest priced offers will be evaluated in the first phase, unless fewer than three offers are received. Evaluations in the first phase will cease when no more than three proposals receive an acceptable rating for Technical Acceptability. The Offerors found technically acceptable during the first phase will be invited to participate in a system capability demonstration in which Offerors’ s demonstrations will be evaluated to ensure that the Offeror proposed system meets or exceeds all Government performance requirements. Systems that do not meet or exceed all Government performance requirements will be eliminated from competition. Although government personnel will conduct the evaluation tasks, vendors shall ensure that one of their presenters can instruct the Government test personnel on the operation of their offered system. The proposals shall be evaluated on a pass-fail basis based on the following sub-factors:
