Scope of Work

San Francisco Maritime National Historical Park

Relocation of Museum Collections during Compact Shelving Installation

PART 1: GENERAL

1.1 SCOPE OF WORK

This scope of work is for relocating museum objects at San Francisco Maritime National Historical Park (SAFR) in order to allow the installation of new shelving units in the museum storage facility. This specifies the requirements to prep, pack and move museum objects stored on approximately 32 shelves (96 x 38 inches) and 7 storage bays (approx. total 42 feet in length) including several macro artifacts for transport to offsite storage. It includes a second option to later transport the objects back for unpacking and storage onto the new shelving units.

All the objects are currently stored in shelving units or on the main floor and are being relocated to offsite storage for the duration of the new shelving installation.

These are invaluable, irreplaceable collection objects and thus, the project requires extra security measures and careful handling throughout the loading, transporting, and unloading process. The collections are housed in a National Landmark structure that must be protected from damage during the move as well.

1.2 PROJECT LOCATION

Location A:

SAFR Museum Collections Storage, 2 Marina Boulevard, Building E, Fort Mason Center, San Francisco, CA, 94123

Location B:

SAFR Museum Collections Offsite Storage, 2435 Polvorosa Drive, San Leandro, CA, 94577

1.3 DESCRIPTION

Option A:

Prepare, pack and transport approximately 1,100 objects, including furniture, chests, ship fittings, and macro artifacts from Location A to Location B.

A. Contractor will prepare and pack all museum objects.

B. Supply all packing materials and pallets needed.

C. All objects will be stored on pallets, unless otherwise indicated, on the warehouse floor or appropriate shelving at their destination Location B.

D. Objects will be wrapped in plastic and blankets/padding for transport and secured on pallets or in pallet boxes.

E. Prepare and implement additional stabilization where required.

Option B:

Transport, unpack and place approximately 1,100 objects minus objects identified in the inventory to remain at Location B, including furniture, chests, ship fittings, and macro artifacts from Location B to Location A.

A. Objects will be wrapped in plastic and blankets/padding for transport and secured on pallets or in pallet boxes.

B. Objects will be delivered inside Location A, unpacked and placed on shelves or in bays as directed by SAFR curatorial staff.

C. Contractor will remove and dispose of all excess packing materials.

1.4 REQUIREMENTS

A. The contractor must have recent experience in the field of moving major museum collections and must list 3 references for similar projects within the past 5 years.

B. Prior work and submitted bids should exhibit experience with professional museum packing and handling standards and procedures. All bids should specify a planned approach and/or alternative methods of removal in line with the location and nature of the large museum objects being moved.

C. All packing and storage materials must meet be pest free and meet professional standards for museum storage environments. NPS has the right to review and approve any and all materials provided by the contractor.

D. All loads must be emptied on the same day they are loaded. They cannot sit overnight on the truck for both security and preservation reasons.

E. There will be no smoking, drinking or food consumption by contractor employees in or adjacent to museum storage areas, or in the box portion of any vehicle used to transport museum collection objects.

F. Objects will not be moved in inclement weather. The time of completion will be extended in the event of prolonged inclement weather.

G. The contractor must submit a safety plan for approval including any requirements for Covid-19 and social distancing.

PART 2: SUBMITTALS

2.1 The contractor will inventory each truckload using the NPS catalog or accession number provided and will provide a copy of the inventory to NPS staff prior to leaving Building E as well as the return of the objects from off-site storage.

PART 3: EXECUTION

3.1 The contractor will have a designated team leader who will always be present while the contractor is on site and will supervise the mover’s employees. The team leader will meet with the Park’s on-site supervisors to discuss work schedules, current progress and any concerns. Actions will be taken as required.

3.2 If an enclosure is built that obscures the catalog or accession number of an object, the contractor will mark the outside of the enclosure with the catalog or accession number.

3.3 The contractor is required to coordinate the scheduling of the moves with shelving installation schedule.

PART 4: RESPONSIBILITIES

4.1 NATIONAL PARK SERVICE

A. The National Park Service (NPS) will provide an inventory listing for the objects being moved. The inventory listing will be made available at the time of the scheduled walk-throughs.

B. The NPS will provided specifications, requirements and approvals where needed for any materials for use in the transport and storage of museum collections.

C. The NPS will designate the locations to which the items are being moved and will provide personnel at each destination to direct the placement of the objects in storage.

D. The NPS will tag each object conspicuously with an appropriate tracking number (catalog, accession or inventory number.)

E. The NPS will check objects against the inventory provided by the mover as objects are unloaded at the offsite storage facility.

F. The NPS will track and document locations of objects at the destination.

4.2 Contractor

A. The contractor will provide climate-controlled transport with air-ride suspension.

B. The contractor will determine the need for and obtain all necessary parking/street closure permits required by any of the municipalities involved in the move.

C. The contractor will provide all blankets, padding, and equipment (including cranes and rigging gear) needed to safely move the collection items.

D. The contractor will provide all design, materials and construction of pallets, crates, or materials needed to build special enclosures, as directed by NPS staff. Materials used will be recommended by the movers and approved by the NPS before fabrication.

E. The contractor will take direction from designated Park staff at all times, as priceless and irreplaceable objects will be moved. On-site Park supervisors will observe crew moving techniques and safety practices.

Designated Park staff may halt any action on the part of the contractor that may be deemed unsafe to objects or people. Immediate corrective actions on the part of the contractor staff will be taken, if necessary.

PART 5: WARRANTY AND INSURANCE

5.1 The contractor will take responsibility for any damage, including damage to structures that occurs during movement out of the building, moving into and out of the transport vehicles, during transport, and into the storage areas. Company insurance must cover the cost of this move.

PART 6: ACCEPTANCE

6.1 If inspections or tests show defective workmanship, materials, or packaging, steps shall be taken to replace defective materials, or make adjustments to the packaging, as required to bring the storage of museum objects to a fully functioning and physically secure and safe condition for the preservation of the objects. The Contracting Officer shall decide which party or parties are responsible for rectifying the defective work.

6.2 Final acceptance will be considered complete when all steps have been demonstrated and checked off by the Contracting Officer’s Representative as having met the established criteria as identified in this Scope of Work.
