MUSEUM COLLECTION RELOCATION FOR SAN

FRANCISCO MARITIME NHP

Questions and Answers

The following are questions and answers received during the RFQ:

1. Can we see the object catalog before submitting a bid?

Answer: The inventory (which consists of data drawn from the object catalog) will be provided just prior to the walk-thru before submitting bids.

2. Are objects already labeled with accession numbers as they sit on the shelves?

Answer: Yes, all objects are labeled on the shelves.

3. How long is the new shelving installation expected to take?

Answer: Installation is estimated to take 3-4 weeks.

4. Do ALL the packing materials/exterior labels/pallets need to be fully archival? (Oddy

Test Pass)?

Answer: Only where necessary to protect the artifacts or where the artifact will be stored long-term in the packing materials. Those items will be generally identified on the inventory

5. Will you be scheduling a walk-thru for interested bidders? When? Since the estimate is due next Thursday, we’re concerned about the timing.

Answer: Yes, the walk through will be scheduled for July 29 and 30, 2020 at either 9:00am, 11am, and 2pm. Call Taylor Horton at 415-205-0873 to schedule a time. The due date for quote submission will be extended to August 12, 2020 at

Noon.

6. Can you accept/store deliveries of packing materials at packing location, or drop off location?

Answer: No. The Collections Storage facilities have limited on-site storage. Any space for on-site storage during the packing will be identified during the walk-thru.

7. Will each truckload list (given before departing, and then as a guide for unloading) need more information than the accession # for each packed item?

Answer: No. The catalog or accession number will be sufficient.

8. The period of performance is stated as 10/1/2020 to 10/1/2021. Is this a yearlong contract or is the Government is uncertain of when the actual move needs to take place?

Answer: We are not certain of the date of the actual move. We expect option A to occur in sometime between October and December and option B to be scheduled after March.

9. Once given the NTP how long does the contractor have to complete the job?

Answer: We expect that they should complete the job in 3 weeks, but this could be negotiated if necessary, given the complexity of packing and securing the museum artifacts for the move.

10. Is this going to be a firm-fixed price contract?

Answer: Yes

11. When is the scheduled walk-thru? I note that an inventory list will be provided at that time? Do we have to do a walk-thru in order to get a copy of the inventory list?

Answer: The inventory is scheduled to be completed by July 24th. We planned on scheduling the walk-thru after the 24th. Yes, we prefer a walk-thru to receive a copy of the inventory. We will make the inventory available to vendors once they have a scheduled walk-thru.

12. What COVID-19 protocols are in place at each facility?

Answer: SAFR currently has COVID-19 Safety Protocols for all employees, contractors, and visitors. Additionally, SAFR follows all local government

Department of Health orders and requirements for the control and containment of

COVID-19. The SAFR COVID-19 Safety Protocols will be made available prior to any on-site walk-thru and will be updated prior to the start of the job. The contractor must submit their own COVID-19 Safety Plan at the time of the quote and any updates or changes prior to the start of on-site work.

13. How many people besides the packers and movers will be working at each facility?

Answer: We expect to have 2 NPS staff on site working with the packers and movers at each collection storage facility mainly for observation and technical support.

14. What measures are in place to ensure social distancing?

Answer: SAFR Collections will use signage and physical visual cues for maintaining social distances.

15. If these requirements are being performed by a contractor currently or have been performed in the past, could you please provide the associated incumbent contract or task order numbers? If not, could you please tell me whether these are new requirements?

Answer: This is a new requirement

16. When do you anticipate that the job will need to be done? What is the deadline for the move?

Answer: Option A will need to be scheduled between October and December and

Option B would be after March.

17. Insurance: are you asking that the collection be insured during transit? How are the values being determined? Will we have a list of values for the individual pieces?

Answer: The contractor is required to have a standard liability insurance and include certification and documentation of the coverage and limits with their quote

18. Will we need to provide an inventory of the work that is being moved? If so, to what level? How will the work be identified?

Answer: We will provide an inventory and the contractor will need to confirm the items on the inventory are packed, loaded, transported and unloaded at the destination. All artifacts will be labeled and correspondingly identified in the the inventory by a control number which will be the catalog number or accession number or an id number assigned by staff. If the contractor uses pallet or containers number to track the move, those will need to be added by the contractor to the inventory for those artifacts.
