About this file

This is a narrative proposal template for the City of Long Beach's classification and compensation study services solicitation. The template guides proposers through submission requirements for an as-needed professional services contract. Proposals must include organizational capacity and experience information, including company details, federal tax identification, and authorized representative contacts. Proposers must demonstrate their qualifications for providing classification and compensation services, specify their tenure in the field, provide employee counts with emphasis on Long Beach-based staff, and describe project staffing plans with key personnel names, titles, roles, and time allocations. Three professional references with contact information and project descriptions are required, along with details on any subcontractors involved, including their business type, qualifications, California Department of Industrial Relations registration status if applicable, and staffing plans.

The proposal requires detailed responses addressing the firm's methodology for conducting classification and compensation studies, including job review processes, position audits, salary analysis, and regulatory compliance procedures. Proposers must outline their analytical framework, typical project workplan phases from scoping through presentation, and specific approaches to ensuring accurate job classifications, market competitiveness, legal compliance, and quality consistency across concurrent assignments. Risk mitigation strategies, required City support for successful completion, progress tracking systems, quality control processes, and communication protocols with Human Resources and internal stakeholders must be detailed. If subcontractors are utilized, the proposal must include a plan for documenting City notification of subcontractor payments. The template does not specify pricing information, response deadlines, award dates, or contract terms within this document.
