About this file
This is an attachment to a City of Long Beach solicitation document outlining the Local Preference Program provisions that apply to contract bidding opportunities. The City of Long Beach implements a local preference program designed to provide competitive advantages to businesses operating within city limits. The program awards five extra credit percentage points to all qualifying local businesses, with an additional five percentage points available to local businesses operating from a brick and mortar, commercial, or non-residential location. A local business is defined as a company or organization that maintains its principal place of business in a fixed location within the City of Long Beach and possesses both a current City of Long Beach business license and a sellers permit, if applicable.
To claim local preference, bidders must affirmatively request the preference in Attachment C and provide supporting documentation demonstrating eligibility. Required documentation includes a current, valid business license from the City of Long Beach showing a place of business within city limits and a current, valid sellers permit (sales tax permit) showing a place of business within city limits, if applicable. Bidders must complete the certification form by selecting either "yes" or "no" regarding their status as a Long Beach-based business, providing their business license number and sellers permit number, listing the address associated with the business license, and indicating whether the location is a brick and mortar commercial location or a residential location. The section must be completed in its entirety; leaving it blank is not permitted. All submitted documentation requires the bidder's name, signature, and date.
