OFFICE OF
ACQUISITIONS
July 18, 2014
Prospective Offerors:
The Office of Acquisitions (OA), within the U.S. Securities and Exchange Commission (SEC), is pleased to present this Amended solicitation (Amendment 000003) for SEC-Wide Contractor Legal Support (CLS).
As reflected in the attached solicitation, the CLS acquisition strategy will be based on a combination of Full and Open Competition and Small Business Set-Aside procedures for the work categories identified below:
Work Categories Solicitation Procedures
WC 1 Legal Support - Home Office and Regional Offices
Full and Open – Unrestricted (non-commercial item procedures)
WC 2 Trial Courtroom Support Set-Aside 100% for Small Business Concerns (non-commercial item procedures)
WC 3 Mock Jury Support Set-Aside 100% for Small Business Concerns (commercial item procedures)
WC = work category
This Request for Proposals will result in multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts that will be competitively selected in each of the above work-categories. Offerors may submit proposals in more than one work category. However, large businesses may only submit proposals for WC 1. The OA anticipates selecting up to three
(3) contractors for award in each of the three work categories. However, the Government reserves the right to change the number of contract awardees at the time of award.
Three (3) sample tasks (one per work category) are included in this solicitation for the purposes of evaluation. However, the Government will not award a Task Order for WC 2 and WC 3 at IDIQ award based on the sample tasks proposed.
This Request for Proposals will result in IDIQ contracts with task orders funded individually post-award, either as Time-and-Materials (T&M) or Firm-Fixed-Price (FFP) awards. The Government anticipates award of the IDIQs for all Work Categories (1-3) by September 30, 2014. However, the Government reserves the right to award the resulting Task Order from the Work Category 1 Sample Task proposal in FY2015. The award decision for the WC1 Task Order will be released at the time of task order award.
Each IDIQ contract holder will be eligible to compete for task orders above the micro-purchase threshold until the shared ceiling is reached unless a fair opportunity statutory exception applies.
There will not be a pre-proposal conference. The Request for Proposals addresses all of the specifics associated with this requirement. If additional clarification is needed, please submit questions by email to OA-CLS@sec.gov.
Offerors are encouraged to submit questions as early as possible, and not later than 12:00 p.m. local time in Washington, D.C. on July 11, 2014. A response to the questions is at the Contracting Officer's discretion. Offerors will not receive individual replies, however, the questions will be summarized (without identifying the Offeror), and the answers posted, on the Government-Wide Point of Entry, FedBizOpps (FBO) at www.fedbizopps.gov. Offerors should frequently visit the FBO website for answers to questions, updates and amendments.
Telephone inquiries will not be accepted.
In addition to regularly checking the FBO website for important new information, Offerors are encouraged to register to receive email notifications by going to the FBO page for RFP No. SECHQ1-14-R-0021 for CLS, clicking on the "Watch This Opportunity" link, registering for an account to login, and following the instructions. Offerors may also join the Vendor’s List by clicking on "Add Me To Interested Vendors" link and following the instructions.
Proposals are due by 12:00 p.m. local time in Washington, D.C. on July 30, 2014. SEC will not pay for any costs incurred in the preparation or submission of questions or proposals.
SEC bears no responsibility for data errors resulting from transmission or conversion processes.
Thank you for your interest in CLS.
Sincerely, Gabriel G. Aviles Contracting Officer U.S. Securities and Exchange Commission mailto:OA-CLS@sec.gov http://www.fedbizopps.gov/
