About this file

This is a Project Scheduling specification section (Section 01321) for a federal construction contract managed by the U.S. Department of State for the renovation of two Bell Units (5 and 6) at Lateef Jakande Street, Ikoyi, Lagos, Nigeria (Contract ID: XJ-US-0011), dated May 12, 2018. The specification establishes comprehensive requirements for the Contractor's Project Execution Schedule (PES), which serves as the key legal document representing the plan for executing all work under the contract.

The Contractor must develop and submit three schedule versions: the Initial Project Execution Schedule (IPES) within 30 days of contract award, the Baseline Project Execution Schedule (BPES) before issuance of construction notice to proceed, and monthly PES Updates throughout the project. The IPES must detail the first 60 days of construction activities with a maximum 14 working-day duration per activity and cost-load activities to the full contract amount less VAT. The BPES must be fully detailed with all work activities cost-loaded and logical relationships established. All schedules must use Critical Path Method (CPM) methodology with activities measured in days, employ a 6-day work week for construction, and incorporate specified milestones including Contract Award, LNTP-Construction, construction document submittals, FNTP, logistics plan submission, O&M manual submission, Substantial Completion, Project Completion, and Final Acceptance. Acceptable scheduling software includes MS Project or Primavera, with all submissions requiring three printed copies and two compact discs containing executable files and PDF reports. The Government will review and accept or reject submissions within 15 calendar days, with acceptance as a prerequisite to continuing construction beyond 60 days, issuing Final Notice to Proceed, approving monthly payment applications, and releasing final payment and completion certification.
