About this file

This document is a presentation from the Massachusetts Supplier Diversity Office (SDO) that outlines the state's Supplier Diversity Program (SDP) for all non-construction procurements over $250,000 per year by executive state agencies. The SDP requires bidders to propose a percentage of contract sales to be spent with certified diverse businesses, including minority-owned, women-owned, veteran-owned, service-disabled veteran-owned, disability-owned, and LGBTBE firms. Bidders must submit an SDP plan detailing their commitment and supplier diversity efforts, which will account for 25% of the total evaluation score. After contract award, the selected contractor must meet its SDP commitment annually and report quarterly on SDP spending.

The document provides guidance on eligible SDP partner certifications, partnership options, and methods for identifying and engaging diverse suppliers. It notes that SDP partners do not have to be subcontractors and can provide ancillary products and services. The SDP allows for flexibility in terms of partner location and changes during the contract term. The presentation concludes by outlining resources and contact information for the SDO and the Supplier Diversity Program.
