About this file
This document is an Evaluation Sheet for the Department of Children and Families (DCF) Parenting Capacity Evaluation Request for Response (RFR) DCF PCE22. The RFR seeks proposals from qualified Bidders to conduct culturally and linguistically competent and impartial parenting capacity evaluations. Approved Bidders will form a pool of provider resources across the Commonwealth of Massachusetts available to conduct parenting capacity evaluations in response to referrals submitted by one of DCF's 29 Area Offices. The Evaluation Sheet outlines the maximum scores and requirements for Bidder qualifications, including ensuring evaluators have the required licensures, demonstrating evaluator experience, and describing how the organization will provide training and support. The Evaluation Sheet also addresses the organization's competencies for serving diverse populations referred by DCF, its history of serving the geographic catchment area, and its approach to conducting high-quality evaluations.
The Evaluation Sheet further requires the Bidder to explain its interest in conducting parenting capacity evaluations, its evaluation approach, and strategies for meeting the timeline requirements. Additionally, the Bidder must provide a Supplier Diversity Program (SDP) commitment, with a focus statement and any additional initiatives related to engaging and collaborating with diverse businesses. A minimum subtotal score of 109 points on the first nine questions and an overall total minimum rating of "Good" are required to pass the evaluation.
