Scrutinized Companies List - Escambia County Animal Welfare Facility Project

This is a Scrutinized Companies list document associated with the Escambia County Board of County Commissioners' Request for Qualifications for architectural and engineering services. The RFQ solicits qualified A/E firms to provide professional design and construction administration services for a new approximately 50,000 square-foot Animal Welfare Facility located at 3910 N. Palafox Street in Pensacola, Florida. The facility will include animal intake areas, new programs, adoption spaces, veterinary services, administrative offices, and public interaction zones designed to replace an outdated 1997 shelter. The mandatory pre-solicitation meeting is scheduled for November 7, 2025, with proposal responses due by December 2, 2025, at 10:30 a.m. via electronic submission through the ProcureNow portal. The contract is anticipated to commence upon execution and extend for 36 months, with potential renewals for additional 12-month periods. The project scope requires comprehensive design services including programming, schematic design, construction documents, permitting, and construction administration services.

The evaluation criteria are weighted across six key areas: Respondent's Statement of Qualifications (20 points), Experience and Performance on Past Projects (25 points), Litigation and Claims (20 points), Current Workload (10 points), Project Specific Criteria (20 points), and Respondent's Office Location (5 points). No specific budget range is provided in the documentation, though the project scope suggests a significant capital investment. The RFQ does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. The facility will be constructed on a 15.2-acre parcel (Parcel ID: 052S301001002017) with careful municipal planning considerations for future development potential. No incumbent vendors are specifically noted for this project.
