About this file

This is a Human Trafficking Certification document required by Florida Statutes Section 787.06(13) for the Escambia County Animal Welfare Facility architectural and engineering services contract. The certification must be completed and signed by an authorized officer or representative of any nongovernmental contractor entering into, renewing, or extending a contract with Escambia County, Florida. The document requires the contractor to attest under penalty of perjury that the firm does not use coercion for labor or services as defined in Florida law. The certification applies to all contract executions, renewals, and extensions, and became effective July 1, 2024. The RFQ for architectural and engineering services was released on October 27, 2025, with a mandatory pre-solicitation meeting scheduled for November 7, 2025, and proposal responses due by December 2, 2025, at 10:30 am. The contract is anticipated to commence upon execution for an initial 36-month term with potential renewals for additional 12-month periods.

The certification defines coercion broadly to include physical force, unlawful restraint or confinement, exploitative debt practices, document confiscation, threats of financial harm, fraud, and provision of controlled substances for exploitation. All responding firms must complete the affidavit by providing the contractor's business name, authorized representative's signature, printed name, title, and date of execution. No specific pricing, set-asides, incumbent information, or funding sources are detailed in this certification document, as it functions solely as a compliance requirement rather than a procurement specification or financial document. The certification serves as a prerequisite compliance measure for contractor eligibility in the solicitation process.
