Services encompass a comprehensive range of activities including stormwater design and engineering, wetland and forest delineation, sediment and erosion control design, drainage infrastructure, floodplain studies, ecological restoration, watershed assessments, property management planning, education and outreach, construction administration, and inspection services. The county intends to award multiple contracts to multi-disciplined firms, with proposals due by August 27, 2025, at 11:00 am and a virtual pre-proposal meeting scheduled for August 4, 2025, at 2:00 pm. The contract has a base period ending September 30, 2028, with two optional one-year renewal periods at the county's discretion. No site visits or bidder's conferences beyond the pre-proposal meeting are specified in the document.

Each awarded firm will have a total contract ceiling of $3,000,000 with individual task orders capped at $250,000; no minimum quantity of work is guaranteed. Selected consultants must employ registered Professional Engineers licensed in Maryland and maintain a full-time Senior Environmental Scientist with at least seven years of Maryland NPDES municipal stormwater permit experience. The county reserves the right to obtain services from other sources if costs appear unreasonable or in emergency situations. Funding totals approximately $15,000,000 across fiscal years 2026-2031 from county sources, with all task orders contingent upon appropriation and encumbrance of fiscal funding. Comprehensive insurance coverage, including commercial automobile, workers' compensation, general liability, and professional liability insurance, is required. The document does not specify set-asides for disadvantaged enterprises or identify incumbent contractors.

Upon agreement of a total or "not-to-exceed" cost, the scope of services required, and the time for completion of the project, the parties will execute a contract reflecting all terms agreed upon. If a total (lump sum) contract is negotiated, the consultant shall be paid the negotiated amount irrespective of the number of man hours required to complete the project. If a “not to exceed” amount is not negotiated, the consultant will be compensated for actual hours worked, not to exceed the negotiated total (maximum) amount. For any given project, the County reserves the right to enter into either form of compensation agreement, and to cancel any contract should a project be canceled or otherwise placed on hold for any reason.

The County may award tasks based upon price, experience, capacity, key personnel, availability, approach or past performance.
Purchase Orders will be issued for each task order under the same terms of the original contract and any addition or special terms and conditions as specified in the task order request. All Purchase Orders are contingent upon appropriation and encumbrance of fiscal funding. Any other form of authorization of the start of work on each task does not constitute approval by the County.
