About this file
This document is a Request for Bid (RFB) from the Ohio Department of Natural Resources (ODNR), Division of Wildlife, for wetland embankment repairs and water control structure replacements at the Darke Wildlife Area in Greenville, Darke County, Ohio. The project involves removing vegetation, repairing embankments, and replacing water control structures on two wetlands (Wetlands 273 and 274). Contractors are required to attend a mandatory pre-bid site visit on October 28th, 2025, at 10:00 AM EST, and must submit individual bids for each wetland site along with a combined total. The work includes detailed specifications for excavation, pipe installation, dike restoration, and reseeding, with specific requirements for equipment, materials, and installation techniques.
The contract will be awarded to the lowest responsive and responsible bidder, with bids to be submitted through Ohio Buys. Prevailing wage rates from the Ohio Department of Commerce must be used, and contractors must comply with wage and hour regulations. Invoicing will be handled through Financial Shared Services (FSS), with specific requirements for invoice submission. Funding may potentially involve federal sources, which could trigger Davis-Bacon Wage Rates if applicable. The project emphasizes minimal ground disturbance, proper restoration of site conditions, and adherence to environmental and construction specifications. Contractors will be responsible for providing all necessary materials, including N-12 culvert pipes, Agri-drain components, rat guards, and specific seeding mixtures.

2. Wetland 274 is approximately 700 LF long (to be confirmed at Job walk).
iii. Within 10 LF of the toe, all woody vegetation (trees and shrubs) shall be cut to within 1 inch of ground level or lower.

v. Both wetland dikes have multiple rodent burrows to repair, this may include a partial new clay core defined below.
vi. Identify and repair other defects in the dike earth portion of the structure
vii. Develop and execute erosion plan in compliance with applicable Local, State, and Federal requirements.
c. Excavate the existing core at control structure and where rodent burrows impacted the core

iv. Coordinate the work around the control structure installation
v. Contractor shall conduct field compaction test and document results in Daily reports
vi. ODNR does not plan to have an outside testing agency to confirm the contractor is meeting the above. But does reserve the right to conduct random proctor test to confirm at their expense. If test is found to the contractor not meeting 95% that section will be removed and reinstalled at the contractor’s expense including the cost of test.
e. Control Structure
