About this file

This Scope of Work document outlines the services required by the Connecticut Department of Transportation (CTDOT) for comprehensive rail property management, leasing, and asset development across state-owned passenger lines, freight lines, and railroad rights of way. The contractor will perform nine primary work sections: revenue opportunities assessment, advertising procurement and administrative support, property management system implementation, administration and management of existing agreements, new and renewal agreement development services, remediation of property encroachments, private grade crossing agreement initiation and administration, station brokerage services, and real estate advisory services. The contractor must develop and deploy policies and procedures in collaboration with CTDOT, submit a revenue opportunities report within 90 days of Notice to Proceed, prepare an advertising procurement schedule within 30 days of NTP, and complete a comprehensive transition plan for assuming management of pre-existing agreements within 90 days of NTP. The contractor shall assist with consolidating advertising contracts, developing request for proposals, implementing a property management system with GIS functionality and automated notifications, managing license and lease agreements, processing delinquency notices, and providing advisory services up to ten hours monthly. The term of the contract and renewal options are not specified in this document.

The compensation structure is identified as "to be negotiated" in Attachment B and is not detailed in this Scope of Work. The contractor is responsible for procuring all required software licenses, subscriptions, and system services, with the property management system remaining with CTDOT and any successor contractor upon contract conclusion. The contractor may engage subcontractors for specialized services such as property surveys and encroachment remediation. The document emphasizes compliance with all applicable federal, state, and local laws and regulations, coordination with CTDOT's legal unit for agreement templates and provisions, and retention of CTDOT's authority over collection actions and termination decisions.
