About this file
The document is a Scope of Work for a water quality sampling contract opportunity issued by the Idaho Water Resource Board (Board). The Board is required to monitor managed recharge locations for water quality when recharge is occurring, and is seeking a contractor to provide flexible, short-notice water quality sampling services throughout the Eastern Idaho Snake Plain Aquifer (ESPA) area. The contract requires the selected contractor to have 2+ years of experience in water quality sampling, use of chain of custody forms, and working with regulatory agencies and private landowners. The contractor will be responsible for providing all necessary sampling equipment, collecting samples per Board-provided Standard Operating Procedures (SOPs), coordinating with certified laboratories, and delivering results to the Board within 24 hours of receipt.
The contract does not specify a fixed number of samples, as the sampling frequency and number of sites can vary depending on the availability of water for recharge. The Board will provide training, access information, and sampling schedule details to the selected contractor. The contract term is undefined, as the need for water quality sampling is dependent on the Board's intermittent water rights for recharge activities. The contract does not mention any pricing terms, set-asides, incumbent contractors, or funding sources.

RFQ Water Quality Sampling
Scope of Work
As part of Idaho Department of Environmental Quality (IDEQ) regulations, the Board is required to monitor managed recharge locations for water quality when recharge is occurring. Due to the Board’s water rights for recharge only intermittently coming into priority, this sampling needs to be done on a flexible schedule, often at short notice. The sampling frequency ranges from weekly to monthly depending on requirements and conditions.
Number of samples to be collected may vary each year. When the Board is conducting recharge the majority of the sampling will occur from August to November and March to May. The number of samples will be dependent on the availability of water and the number of sites that are capable of doing managed recharge. There is the possibility in some years the Board would not conduct any managed recharge, and therefore no water quality sampling would be needed.
The desired outcome is that the Board has a dependable contractor with a flexible schedule that can start collecting samples on a short notice and then continue to consistently sample while recharge is occurring.
Upon contract award, the Board will:
a. conduct a one-day training course for the Contractor’s sampling staff concerning location and operation of sampling sites/wells;
b. provide the Contractor with sample locations, sampling schedule, and notification of when sampling should begin and end; and
c. provide Contractor with documentation of the agreed access for sampling to be done on any private property.
Water quality sampling is throughout the Eastern Idaho ESPA area (approximate 50-mile radius from Idaho Falls).
Contractor will be accountable for water quality sampling as directed by the Board’s Project Coordinator or other Board representative at agreed upon locations. The work shall include but is not limited to the following tasks:
1. Contractor must provide sufficient qualified personnel to collect field samples, prior, during and after recharge events as per IDEQ approved groundwater monitoring plans or as directed by the Board.
Personnel qualifications to be met:
• 2+ years experience performing water quality sampling for regulatory recharge purposes and keeping detailed records of sampling events.
• Experience following sampling techniques detailed in the attached SOP (Attachment C).
• Experience using chain of custody forms.

• Experience with lab requirements for storing samples and ensuring samples with specific hold times reach the lab in the required time limits.
• 2+ years experience collecting samples from surface water sources, domestic wells, and dedicated monitoring wells, especially in remote/challenging conditions.
• Experience and knowledge of using local labs for conducting various analyses.
• Ability to maintaining working relationships with domestic well owners.
2. Contractor will provide required field equipment for sampling, including instrumentation for measuring temperature, pH, conductivity, and dissolved oxygen. List of Sampling Equipment can be found in Attachment C. Additionally, Contractor will provide a generator for powering monitor well pumps.
3. Contractor must collect all samples as per Board provided SOPs (see Attachment C).
4. Contractor must be available to conduct water quality sampling on a flexible schedule with frequent changes expected.
5. Contractor must have the ability to collect follow-up samples in a timely manner as required by regulatory agencies (potentially within 48 hours).
6. When requested by the Board, Contractor shall ensure an IDEQ certified lab conducts bacteria and nitrate analysis on all samples within the required hold times as listed in the SOP.
7. At contract award, Contractor must provide a copy of Contractor’s field safety procedures to the Board’s Contract Manager.
8. Contractor will ship most collected water quality samples to Idaho Bureau of Laboratories (IBL), 2220 Old Penitentiary Road, Boise, ID 83712. Contractor is responsible for coordinating with IBL regarding shipping.
9. Contractor will coordinate transfer of bacteria samples (E. coli & Total Coliform) to Teton
Microbiology, 330 S Freeman Ave, Idaho Falls, ID 83401, or an equally qualified and certified lab.
Shipping will not be allowed for these samples due to time sensitivity of hold times.
10. Within 24 hours of receipt, Contractor must provide the bacteria and nitrate analysis results to the Board. Field notes should be provided to the Board as either physical or electronic copies every month. If detections occur, possible repeat sampling will be required in a timely manner (hours to days).
