About this file

This Scope of Work document outlines the requirements for the County of Volusia's small flooring repair and replacement services contract, which will be awarded to multiple qualified contractors on an as-needed basis for countywide projects not exceeding 3,000 square feet. The services encompass removal and disposal of existing flooring materials, installation of various flooring types including broadloom carpet, carpet tile, vinyl composition tile, sheet vinyl, luxury vinyl tile, and ceramic tile, along with floor preparation, substrate repair, furniture handling, and provision of labor, materials, equipment, and supervision. Contractors must respond to site visit requests within three business days and submit detailed written quotations within five business days following site inspections. Work assignments will be issued through a task order process based on contractor rankings, with the County reserving the right to assign work based on availability, past performance, responsiveness, and quality, as well as to rotate assignments or request competitive quotes from multiple awarded contractors. The contract term is not specified in the document, though contractors must provide a minimum one-year warranty from the date of acceptance covering installation defects, adhesion failure, seam separation, and material defects.

Pricing is not established in this Scope of Work, as contractors will submit quotations on a per-project basis following site visits, with each task order specifying a not-to-exceed amount determined by the County. Flooring materials may be supplied by either the County or the contractor depending on the specific project, and all unused materials must be returned to and remain the property of the County. The Contractor is responsible for all safety compliance, including OSHA regulations and industry safety standards, and must maintain professional personnel standards, provide same-day stabilization for emergency calls, and correct any deficiencies identified during inspection within five business days at no additional cost. Performance expectations are stringent, with failure to meet requirements potentially resulting in reduction of assigned work, removal from rotation, or contract termination.
