REPLACE/REPAIR STRUCTURAL FIRE ALARM AND SPRINKLER COMPONENTS
STRUCTURAL FIRE SYSTEMS INSPECTION, TESTING, AND MAINTENANCE
March 28, 2025
I. PROJECT DESCRIPTION
Under this contract, the contractor will be required to:
Perform identified repairs to structural fire sprinkler and alarm systems as identified in the solicitation.
Perform code-required annual inspection/testing/maintenance of structural fire protection systems, including alarms and sprinklers. This work will be performed at various locations throughout Death Valley National Park as identified.

Government Escort: The Government will provide personnel to escort contractor staff into the facilities identified for work under this contract.
II. SERVICES REQUIRED
The services required under this contact include:
A. Review Prior Year Inspection Reports (Attachment 11) and perform repairs to systems as identified in Attachment 5.
A.1 – Fire Alarm System Repairs A.2 – Non-Residential Fire Suppression System Repairs A.3 – Residential Fire Suppression System Repairs
B. Perform specific annual inspections/tests of fire alarms and sprinkler systems. See
Attachment 6, Attachment 7, and Attachment 8 for system details.
1. Complete NPS form FA-1A (Attachment 10) for each alarm system inspected/tested, filling in every blank on the form.
2. Complete NPS form AS-1A (Attachment 10) for each wet-pipe sprinkler system inspected/tested, filling in every blank on the form.
3. Complete NPS form AS-2A (Attachment 10) for each dry-pipe sprinkler system inspected/tested, filling in every blank on the form.
4. Complete portions of NPS form RFP-1 (Attachment 10) for each residential sprinkler system inspected. Fill in every blank in the identification section at the top of the form; fill in every blank in the Fire Sprinkler section; and provide written information in the section titled “Deficiency Comments and Recommended Corrective Actions”
C. When non-functional systems are encountered, investigate and provide a report of repairs or improvements that are likely needed in order to make the system operational.
Report shall include a detailed description of the work that is necessary to repair the system and a detailed cost estimate for the work.
D. MINOR REPAIRS IDENTIFIED DURING EXECUTION OF ITM SCOPE: It is intent of this Scope of Services for the contractor to dispatch technical staff to perform the ITM work with the capability of performing minor repairs, adjustments, or component replacements on sprinkler and alarm systems in conjunction with the ITM work. This includes adequate consideration of the technical expertise of ITM staff plus adequate consideration of dispatching the ITM staff with commonly needed components and parts for the park’s alarm and sprinkler systems.
On occasion, while performing the ITM work, systems will be encountered for which minor repair or adjustment is necessary. Prior experience at Death Valley National Park has identified things like battery replacements in alarm systems, broken gauges on risers, communications failure to the monitoring service, etc.
Any repair work undertaken must be authorized in advance by the Contracting Officer.
The NPS field technical staff, requisitioning staff, and the Contracting Officer will attempt to make such authorization quickly as soon as a deficiency that is outside of this Scope of Services is identified.
If authorization by the CO cannot be obtained in time to perform the additional minor repair during the ITM field work, contractor shall include the deficiency under Paragraph II.D above.
E. Document any discrepancy between NPS data provided and conditions found in the field.
F. When a sprinkler system is past due on periodic inspection (examples include but are not limited to Obstruction Inspection or internal inspection of piping, sprinkler head testing, gauge replacement, etc.) provide a detailed cost estimate to conduct this inspection and return the sprinkler system to fully operational and ensure no leaks are present.
G. Identify all componentry that is beyond its service life and provide a detailed cost estimate to replace.
III. PROPOSAL FORMAT

V. DIRECTION OF CONTRACTOR ACTIVITIES FOR COMPLETION OF WORK
Contracting Officer’s Authority (FAR 1.602-1): The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer may:
(1) direct or negotiate any changes in the Scope of Services or specifications.
(2) modify or extend the period of performance.
(3) change the delivery schedule; or
(4) otherwise change any terms and conditions of this task order.
The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
VI. PERSONNEL REQUIREMENTS
Provide a list of key personnel including certifications/qualifications, for approval to the CO in conjunction with the price proposal for this requirement. Key personnel shall not change during the performance of the work of the contract unless written approval is obtained from the contracting officer.
A. Contractor Project Manager - The Contractor Project Manager shall be designated prior to the start of work. The Contractor Project Manager, or a designated representative in his/her absence, shall be available Monday through Friday, excluding Government holidays, to discuss the work with the Contracting Officer or the COR.
B. Fire Alarm/Sprinkler/Backflow Testing/Inspection Personnel – Personnel meeting the requirements of NFPA 72 Paragraph 10.5.3 and applicable California codes and approved by the NPS Authority Having Jurisdiction. Submit qualifications for approval.
C. Government: The COR for this contract is Jason Lieber, phone (760) 786-3227 (office).
VII. PERIOD OF PERFORMANCE
The period of performance will be 120 days from the date of contract award, including 5 weather contingency days.
VIII. SCHEDULES
Work shall be performed Monday through Thursday, excluding Federal holidays, between the hours of 6 am and 4:30 pm, except that work at occupied residential housing units is restricted to the hours of 9 am to 4:30 pm. Requests to perform work on Fridays will be accommodated at the government’s discretion depending on staff availability.
Draft inspection reports shall be submitted for review and comment within 7 days of the completion of inspection at each specific site.
Final inspection reports and cost estimates shall be submitted within 7 days of receipt of comments from NPS.
