SCOPE OF SERVICES

FIRE SUPPRESSION BACKFLOW REPLACEMENT AT SCOTTY’S CASTLE

PART 1 – GENERAL

ITEM 1 – DESCRIPTION OF WORK

1.1 Background:

Scotty’s Castle, located within Death Valley National Park, is a historic mission-style compound featuring unique subterranean infrastructure. As part of ongoing e orts to improve potable water safety and infrastructure resilience, this project addresses the installation of a backflow prevention device to mitigate risks of contamination from reverse flow. The target work area is within the historic utility tunnel beneath Scotty’s Castle, specifically near the tunnel entrance where the main water line enters the structure. A picture of the current installation is below.

1.2 Work Covered by the Contract Documents:

The contractor shall furnish all labor, materials, supervision, equipment, and tools to complete the following work:

Provide and install one 6-inch Watts 757 OS&Y double check backflow preventer assembly with integral OS&Y shuto valves or approved equal, per AWWA M14, ASSE 1015, and USC FCCCHR specifications.

The installation will occur inside the Scotty’s Castle tunnel, near the tunnel entrance, adjacent to the incoming potable water main.

Demolish and remove any existing obstructions, failing valves, or redundant piping sections as necessary.

Modify or fabricate adjacent 6-inch schedule 40 steel or ductile iron piping to accommodate assembly, ensuring all cuts, welds, and fittings are made per IPC and SMACNA standards.

Provide pipe supports and seismic restraints compliant with SMACNA Seismic Restraint Guidelines for Mechanical Systems and California Building Code (CBC) anchoring standards.

Clearly label the backflow assembly and shuto valves in accordance with ANSI A13.1.

Conduct pressure testing and obtain backflow certification by a California-licensed backflow tester. Submit certified test reports to the COR.

Remove debris and ensure historic fabric of the tunnel is not impacted. Coordinate all coring and penetrations with COR to avoid sensitive structural or historical features.

Period of Performance:

Work shall be completed within 120 calendar days from the award of contract, including 5 weather contingency days.

ITEM 2 – EXISTING UTILITIES

Confirm potable water main routing inside the tunnel prior to cutting or tapping operations.

Coordinate with park utility manager or COR for verification of outside utility connections.

Any utility damages shall be reported and repaired immediately at contractor’s expense.

ITEM 3 – CONTRACTOR’S USE OF PREMISES

Contractor shall access the tunnel entrance using park-authorized routes. No unapproved staging or storage within the historic grounds.

Use only rubber-tracked or low-PSI equipment where transit over sensitive grounds is required.

No open flames or fuel storage in the tunnel.

ITEM 4 – SERVICES REQUIRED

The services required under this contact include:

ITEM 6 – ACCIDENT PREVENTION

Submit Accident Prevention Plan (APP) with emergency response procedures, and tunnel-specific JHA.

ITEM 7 POST-AWARD CONFERENCE

Contractor shall attend preconstruction meeting with draft schedule, APP, and submittal register.

ITEM 8 – SUBMITTALS

Provide cut sheets for Watts 757 assembly, pipe supports and anchoring materials.

Submit tunnel access plan and backflow test results signed by a certified tester.

ITEM 9 – TEMPORARY SERVICES

Provide tunnel lighting and generator-based power if needed. Secure all cords and hoses.

ITEM 10 – PROJECT CLOSEOUT

Submit certified backflow test results, as-builts, equipment labels, warranty documents, and photo documentation.

Final walkthrough with COR required. Punch list items must be completed within 10 days of issuance.

PART 3 – EXECUTION

Phase 1 – Mobilization:

Deliver equipment via designated route. Clean all tools to avoid transporting invasive species. Secure tunnel access per park procedures.

Phase 2 – Demolition/Preparation:

Isolate water line and relieve pressure. Remove or cut existing piping to receive new assembly.

Phase 3 – Installation:

Mount Watts 757 assembly or equivalent per manufacturer specifications using flanged joints and torque-rated hardware.

Anchor unit to pad using stainless steel seismic-rated anchors.

Test alarm control systems.

Tag piping and install directional flow signage per ANSI A13.1.

Perform hydrostatic pressure test to 150 psi for 2 hours and backflow performance test by certified tester.

Phase 4 – Restoration & Cleanup:

Patch any wall/floor openings with fire-rated sealants (UL 1479).

Clean tunnel work area, remove debris, and restore lighting and ventilation conditions.

Verify no damage to tunnel wall or historic infrastructure.

Phase 5 – Inspection & Documentation:

Conduct joint inspection with COR using NPS punch list protocol.

Provide photo log, test reports, and as-builts for closeout documentation.

Submit O&M manual and conduct brief training for park maintenance sta .
