About this file

This Scope of Services document outlines the catering requirements for a term contract between Seminole County's Office of Emergency Management and a selected vendor to provide disaster meal services. The procurement seeks a vendor capable of delivering meals to first responders, disaster victims, evacuees, and disaster operations staff during emergencies affecting the county. The vendor must provide diverse meal options including breakfast, lunch, dinner, cooked meals, boxed meals, and shelf-stable options with the capacity to serve groups ranging from 1 to over 300 people. Proposal submissions were due December 7, 2022, at 2:00 PM Eastern Time through the county's procurement portal. The initial contract term is three years with potential renewal for two additional one-year periods, and includes a probationary first three months during which the county may terminate the agreement. Vendor questions were required by December 2, 2022, at 10:00 AM, with county responses provided by December 5, 2022.

Compensation will be structured on a fixed-fee basis with rates specified in contract exhibits, and vendors must submit an annual price sheet for all meal options. The county will provide refrigeration and heating equipment, serving staff, plates, napkins, and eating utensils, while the vendor is responsible for menu planning, food preparation and delivery, and staffing with properly trained personnel. Vendors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability, Professional Liability, and Business Auto Policy. The contract contains no guaranteed minimum purchase orders, allowing flexible ordering based on emergency needs. Vendors must comply with FEMA requirements and E-Verify employment verification, and the county encourages participation from Minority and Women-owned Business Enterprises. Evaluation criteria allocate 40 points for qualifications and experience, 30 points for staffing and management, and 30 points for fee structure.
