About this file
Summary
This Scope Goals Overview document outlines the Nevada Office of Emergency Management's (NV OEM) enterprise-level Learning Management System (LMS) procurement. The Nevada OEM, the state's lead agency for emergency management coordination, seeks to replace legacy training systems with a modern, cloud-based LMS capable of supporting blended learning environments including instructor-led training (ILT), virtual instructor-led training (VILT), and self-paced eLearning across multiple state agencies and jurisdictions. The project encompasses system architecture and hosting, user and role management, course management and content authoring, certification and compliance tracking, advanced reporting and analytics, and integration with third-party systems. The vendor must provide comprehensive implementation services including data migration from existing systems, user acceptance testing, system administrator and end-user training, and post-implementation support. The implementation period is estimated at three to six months, with ongoing support and licensing to extend for three to five years.
The LMS solution must meet stringent technical and security requirements, including a minimum 99.5% uptime guarantee, compliance with Nevada IT security standards, NIST and FedRAMP frameworks where applicable, and enterprise-grade encryption and authentication protocols. The system must support scalability for statewide users, role-based access control, automated user provisioning, and audit-ready reporting aligned with FEMA/NIMS regulatory standards. Qualified vendors must demonstrate prior experience delivering LMS solutions for government or large organizations, proven capability in compliance-based training program management, and successful track records with scalable enterprise deployments supported by relevant references. The document does not specify pricing structures, set-asides, incumbents, funding amounts, or contract award dates.

1. Agency Overview The Nevada Office of Emergency Management (NV OEM) is the State’s lead agency responsible for coordinating preparedness, response, recovery, and mitigation efforts for natural and human-caused disasters. NV OEM works in partnership with local, tribal, state, federal, and private sector stakeholders to enhance Nevada’s ability to prevent, protect against, respond to, and recover from emergencies.
The agency supports a statewide emergency management system that includes urban, rural, and frontier communities, each with unique risks, resources, and training needs. NV OEM plays a central role in developing and delivering training programs that build capability across all mission areas and disciplines.
2. Agency Background NV OEM Training operates within the Nevada Office of Emergency Management and Homeland Security framework and is responsible for administering statewide programs that support emergency preparedness and resilience. These programs include training and exercises, grant management, planning support, and operational coordination.
Training is a critical component of NV OEM’s mission. The agency is responsible for coordinating and delivering training aligned with national standards, including the National Incident Management System (NIMS), Incident Command System (ICS), and other federally supported programs. Training audiences include state employees, local emergency managers, first responders, public safety personnel, nonprofit partners, and private sector stakeholders.
The current training management processes rely on a combination of legacy systems and manual workflows that limit scalability, reporting capabilities, and user accessibility.
