ADDENDUM #3 TO KERR LAKE STATE RECREATION AREA CAMPGROUND & MAINTENANCE AREA IMPROVEMENTS
This document is Addendum #3, issued August 12, 2026, to the contract documents for campground and maintenance area improvements at Kerr Lake State Recreation Area in North Carolina, managed by the North Carolina Department of Natural and Cultural Resources, Division of Parks and Recreation. The project involves replacement of shower houses at Nutbush and JC Cooper campgrounds, construction of a new auto repair maintenance building with storage, installation of three septic systems, electrical upgrades to RV campsites, and various site improvements including landscaping, grading, and utility work. The addendum modifies the original project manual and construction documents dated July 1, 2026, and must be acknowledged by all prime bidders by the bid deadline of August 19, 2026 at 1:30 p.m. at Satterwhite Point Access & Visitor Center in Henderson, North Carolina. A pre-bid meeting was held on July 22, 2026.
The addendum contains substantive revisions to specifications and drawings across multiple sections, including clarifications to metal building systems (Section 13 34 19), turf and grasses (Section 32 92 00), and plants (Section 32 93 00) specifications. Key changes address soil type definitions for landscaping; electrical conduit encasement requirements in vehicular traffic areas, coordinated with the State Construction Office; gravel tent pad specifications; and architectural details for bathhouse and maintenance building components including roofing systems, batten placement, downspouts, gutter expansion joints, window flashing, and porcelain tile finishes. Changes to landscape drawings include modifications to site plans, grading plans, and drainage details across the Nutbush South, Nutbush North, JC Cooper, and Satterwhite Point areas. The project schedule remains unchanged, with the project area closed as of August 1, 2026, and all areas requiring closure for the full construction duration with no phasing permitted.

ADDENDUM 03
Date: 12 August 2026
Project: Kerr Lake State Rec Area: Campground & Maintenance Area Improvements
NC State Parks Kerr Lake State Recreation Area
SCO #: 24-27518-01A
To: ALL PRIME BIDDERS OF RECORD
This Addendum forms a part of the Contract Documents and modifies the original Project Manual and Construction Documents dated July 1st, 2026. Please acknowledge receipt of this Addendum in the space provided in the Bid Form.
Failure to do so may subject the Bidder to disqualification.
Items: CHANGES TO THE PROJECT MANUAL:
00 25 00 TABLE OF CONTENTS – Revised specification section 13 34
19 METAL BUILDING SYSTEMS.
13 34 19 METAL BUILDING SYSTEMS – Clarified intent of metal building system.
32 92 00 TURF AND GRASSES – Definition of Soil Types A, B, and C are clarified.
32 93 00 PLANTS – Definition of Soil Types A, B, and C are clarified.
Planting Soil Requirements for Mass Planting Areas, solitary trees and shrubs are clarified.
CLARIFICATIONS – QUESTIONS FROM BIDDERS
1. Spec section 061100 references SilvaStar material. Can you clarify where this is to be used?
a. This is a fiber cement product that is being used as the siding for JC Cooper and Nutbush North.
2. Is concrete encasement required in the camper drive areas for electrical conduit? I think the intent is for heavy traffic areas. If required in the campsite drives, this could be significant cost impact.
a. Feeders will be required to be in concrete encasement in all areas of vehicular traffic. This has been coordinated with the State Construction Office. NV5 has laid out feeders in a manner as to avoid roadways as much as possible. The awarded contractor can find a better pathway on site to avoid roadways but this must be approved by the EOR. Furthermore, voltage drop calculations are done based on the illustrated pathways. Bidders are also directed to detail 10 on DWG E501. Each campsite will require a feeder tap box which must be placed in a manner that it is clear of vehicular traffic.
3. Can you verify the entire area highlighted in red below is to be 18’’ of #57 stone per addendum 2? This seams like overkill and will probably be hard to walk in much less drive?
a. No, area highlighted in red shall follow detail D5/L501 "Gravel Tent Pad", refer to 1/L134A in Addendum 03.
4. Please consider making the time frame for the project a full calendar year.
a. No changes to the project duration as outlined in the specifications.
5. We respectfully request a two-week extension of the bid deadline for this project.
a. The bid date and time will remain the same as outlined in the specifications.
6. Will all areas of the project be closed for the full duration or will the project need to be phased in anyway?
a. Yes, they are closed as of 8/1/2026.
