About this file
This Addendum #1, issued July 28, 2026, modifies the original bid documents for the North Carolina Department of Natural and Cultural Resources, Division of Parks and Recreation's Kerr Lake State Recreation Area Campground and Maintenance Area Improvements project (SCO #24-27518-01A). The project scope includes replacement of two shower houses (at Nutbush and JC Cooper campgrounds), construction of one new full-service auto repair maintenance building with storage and parking, installation of three new septic systems, electrical upgrades to existing RV campsites to 100-amp service, and various campsite improvements. A non-mandatory pre-bid meeting was held July 22, 2026 at 10:00 a.m. at Satterwhite Point Access & Visitor Center in Henderson, North Carolina. The bid deadline was initially July 1, 2026, but Addendum #1 updates the bid time to 3:00 p.m. on August 19, 2026, with the deadline for final questions set for August 7, 2026 and final addendum issuance on August 12, 2026. Electronic copies of contract documents became available July 20, 2026 from Accent Imaging at no charge; printed copies are available for purchase. Work hours are flexible with gate code access after August 1, 2026, coordinated with park staff, and coordination with Duke Power regarding project details is already underway.
Key modifications in Addendum #1 include updated bid times in the Advertisement for Bid and Notice to Bidders sections, and removal of HUB Forms from the Proposal Form and the Prequalification Form per new state requirements. All proposals must be submitted as single prime lump-sum bids and accompanied by a 5% bid deposit (cash, certified check, or bid bond). Performance and payment bonds equal to 100% of the contract price are required upon award. Payment will be based on 95% of monthly estimates with final payment upon completion and acceptance. Bidders must include an Identification of Minority Business Participation form with either Affidavit A or B; failure to complete these forms constitutes grounds for bid rejection. Five alternates are under owner consideration, including electrical upgrades at Hibernia Area, ADA campsite updates, Quick Disconnect Powerport Pedestals by Hypower, owner-preferred door hardware, and owner-preferred yard hydrants. General contractors must hold proper licensing classification under North Carolina General Statutes Chapter 87, Article 1. No bid may be withdrawn for 30 days after the scheduled closing time.
