About this file
This document is a notice from Granite School District Purchasing detailing the electronic submission process for responses (proposals, quotes, or bids) through the SciQuest platform for state and local contract opportunities. The notice provides a comprehensive, step-by-step guide for suppliers to successfully submit their electronic responses, emphasizing the critical nature of completing all required steps, including logging in, locating the specific event, reviewing attachments, answering questions, entering pricing information, uploading documents, and most importantly, clicking the final "Submit Response" button.
The notice highlights several important procedural requirements, including the recommendation that suppliers submit their responses at least 24 hours before the closing deadline to allow sufficient time for document upload and system processing. It also notes that responses submitted through SciQuest are secure, with no one able to view submissions until after the deadline, and suppliers can modify their responses up until the closing time. The document references Utah Code 46-4-402(2) to define the legal parameters of electronic record submission, specifying the conditions under which an electronic record is considered received by the recipient's information processing system.

N O T I C E
When submitting a response (proposal, quote or bid) electronically through SciQuest, it is the sole responsibility of the supplier to ensure that the response is received by SciQuest prior to the closing date and time. Each of the following steps in SciQuest MUST be completed in order to place a response:
A. Login to https://solutions.sciquest.com/apps/Router/SupplierLogin?CustOrg=StateOfUtah&tmstmp =1475074226238;
B. Locate the event to which you are responding;
C. Click on the title/description of the event to open the event Summary page;
D. Click “Yes, I Intend to Bid”;
E. Review and accept all Prerequisites;
F. Read through all Buyer Attachments;
G. Answer all Questions;
H. Enter your pricing, notes, and other required information on the Items page;
I. Upload any documents on the Supplier Attachments page;
J. Ensure that all checkmarks on the left are green;
K. Check the box on the Review and Submit page certifying that “the statements and information in this response are true and correct to the best of my knowledge and belief”;
L. Click “Submit Response”
The final step of checking the certification box and clicking “Submit Response” is critical to your response being submitted correctly. If all steps but the final one are completed, your response will not be considered submitted and will not be opened or reviewed.
Be aware that entering information and uploading documents into SciQuest may take considerable time. Please allow sufficient time to complete the online forms and upload documents. Suppliers should not wait until the last minute to submit a response. It is recommended that suppliers submit responses a minimum of 24 hours prior to the closing deadline. The deadline for submitting information and documents will end at the closing time indicated in the solicitation. All information and documents must be fully entered, uploaded, acknowledged (Confirm) and recorded into SciQuest before the closing time or the system will stop the process and the response will be considered late and will not be accepted.
Responses submitted in SciQuest are completely secure. No one (including Granite School District purchasing staff) can see responses until after the deadline. Suppliers may modify or change their response at any time prior to the closing deadline. However, all modifications or changes must be completed and acknowledged (Confirm) in the SciQuest system prior to the deadline.
Utah Code 46-4-402(2) Unless otherwise agreed between a sender (supplier) and the recipient (Granite School District Purchasing), an electronic record is received when: (a) it enters an information processing system that the recipient has designated or uses for the purpose of receiving electronic records or information of the type sent and from which the recipient is able to retrieve the electronic record; and (b) it is in a form capable of being processed by that system.
