About this file

This is a Schedule of Prices document for Wright County, Iowa's 2026 Batch and Build Edge-of-Field Project (Bid No. EOF 2026-03), which outlines the bidding requirements and itemized pricing structure for the construction of bioreactors and saturated buffer installations. The project involves excavation, earthwork, mobilization, demobilization, and seeding across multiple sites in Wright County. Bidders must submit sealed bids via the Iowa Management of Procurement & Contracts System (IMPACS) by 3:00 PM on October 6, 2026, with bid opening occurring the same day at 3:00 PM via teleconference. The Schedule of Prices includes 42 line items encompassing materials and labor such as water level control structures (ranging from 2-compartment to 3-compartment configurations in various dimensions), wood chips (532 cubic yards), excavation (558 cubic yards), earthfill (485 cubic yards), geotextile fabric (373 square yards), various diameter perforated and non-perforated tiles totaling over 11,500 linear feet, and corrugated metal pipe with animal guards. The project completion deadline is June 1, 2027, with separate liquidated damages provisions of $175.00 per day for all work except seeding and $125.00 per day for seeding work.

Bidders must provide a Proposal Guarantee equal to 10 percent of the base bid and, upon award, furnish a Performance Bond of not less than 100 percent of the contract award within 14 days of receiving the Notice-of-Award. All proposals require a notarized affidavit confirming the bidder's authorization, thorough examination of contract documents, and verification that no collusion or fraud has occurred. The estimated project cost range is $165,000 to $185,000, and bidders must acknowledge receipt of any addenda issued prior to bid submission. The contract requires bidders to provide all supervision, labor, materials, and equipment necessary to complete the work in strict compliance with the Division's Contract Documents. Liquidated damages may be withheld from contractor payments upon written notice, and such damages are in addition to other available remedies under the contract and applicable law.
