About this file
This is a Requests for Bids and Proposals document from the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation and Water Quality (DSCWQ). The document announces multiple construction and engineering projects across various categories, including the Wright County 2026 Edge of Field Batch and Build Project, which comprises construction of 4 bioreactors and 7 saturated buffer structures. The scope of work includes excavation, earthwork, grading, mobilization, and seeding across four sites, with materials including water control structures, 532 cubic yards of woodchips, 373 square yards of geotextile fabric, over 11,500 linear feet of perforated and non-perforated piping, corrugated metal pipe, plastic pipe components, and outlet structures. Sealed bids are due October 6, 2026, at 3:00 PM via the Iowa Management of Procurement and Contracts System (IMPACS). A non-mandatory pre-bid conference is scheduled for September 22, 2026, at 11:00 AM in Clarion, Iowa, and written questions on plans and specifications must be submitted by September 29, 2026. All work except seeding must be completed by June 1, 2027, with construction to commence within 14 days of the Preconstruction Conference. The document also lists numerous other active bidding opportunities for nutrient reduction wetland projects, abandoned mine land projects, and urban conservation projects with staggered bid opening dates throughout 2025 and 2026.
The estimated contract cost for the Wright County project ranges from $165,000 to $185,000. Bidders must submit a bid bond equal to 10 percent of their bid amount and provide proof of registration with the Iowa Department of Inspections, Appeals & Licensing. The successful bidder must furnish a Performance Bond equal to 100 percent of the contract price within 14 days of Notice-of-Award and execute the contract within the same timeframe. Liquidated damages are assessed at $175 per day for all work except seeding and $125 per day for seeding work. All work must comply with ASTM standards for pipe placement and NRCS construction specifications, OSHA safety requirements, and state and local environmental regulations. Iowa One Call must be contacted minimum 48 hours before excavation. Materials are exempt from sales and use tax. The contract is awarded to the lowest responsible bidder. Prospective bidders must be added to the plan holders list to receive meeting minutes and addenda by following instructions in the Notice to Bidders document; accessing documents from the webpage does not automatically add bidders to this list.

Division Engineering Prequalification
The Division contracts several types of professional engineering consulting, land surveying, and design services, and maintains a list of prequalified firms or individuals interested in performing such services. Prequalification is not an award and does not create an obligation on behalf of the Division. Prequalified firms and individuals will receive a Request for Proposal (RFP) whenever the Division requires the type(s) of services for which they are prequalified. Service types included for prequalification at this time are:
Abandoned Coal Mine Land Reclamation engineering and design services for both traditional and natural landform designs;
Engineering design and land surveying services for nutrient reduction infrastructure practice types including:
- Wetlands (traditional breakpoint, flood plain, oxbow, tile zone, and pumped);
- Edge-of-field practices (saturated buffers, woodchip bioreactors, drainage water management); and
- Grade stabilization structures
Engineering design review services for urban conservation practices; and
Update and review of the Iowa Stormwater Management Manual chapters
If you are interested in submitting a Statement of Qualifications (SOQ) for any of the above service types, please submit a Letter of Interest (LOI) to Tracy Blocker at [email protected]. Letters of interest must include the firm or individual’s office location, contact information, and which types of services they are interested in submitting qualifications for. If you have previously requested an SOQ review and were not considered qualified, your LOI must also include the date of previous SOQ submission(s) and a list of changes that address the previously unmet requirement(s). Upon receipt of an LOI, interested firms and individuals will be sent the full SOQ requirements and instructions.
