About this file

This is a registration and informational document from the Iowa Department of Administrative Services describing the Iowa Management of Procurement and Contracts System (IMPACS), the state's eProcurement platform. IMPACS integrates vendor, contract, sourcing, and purchasing data through the JAGGAER ONE platform. The Sourcing Module facilitates vendor engagement and bid evaluation with capabilities including unlimited document uploads (50MB per document), customizable RFx creation templates, automated bid tabulation, and award analysis. The Contracts Module centralizes contract metadata, automates renewal and expiry alerts, enables one-click renewals, supports counter proposals and amendments, and maintains audit trails of all changes. The system accommodates multiple approval workflows and pre-defined contract clauses that can be tracked across the entire contract portfolio. The document provides links to resources including the IMPACS Quick Reference Guide, Commodity Codes, Contract Instructions, RFQ/RFB/RFP Instructions, Vendor Registration Guide, and User Onboarding Forms.

IMPACS training consists of three two-hour virtual classes covering IMPACS Orientation, Dashboards & Purchasing; IMPACS Solicitations; and IMPACS Contracts. The system is accessible through the Iowa Department of Administrative Services website, with inquiries directed to the system administrator at the provided email address. As demonstrated in the Wright County 2026 Batch and Build EOF Project contract opportunity, IMPACS serves as the submission platform for state procurement solicitations, with sealed bids submitted directly through the system. This project, with an estimated cost range of $165,000 to $185,000 for construction of bioreactors and saturated buffer structures, requires bid submission via IMPACS with bids due October 6, 2026.

Iowa Management of Procurement and Contracts System (IMPACS)

What is IMPACS?

Iowa Management of Procurement and Contracts System - IMPACS is the State of Iowa eProcurement system integrating multiple solutions on the JAGGAER ONE platform. lt integrates vendor, contract, sourcing and purchasing data all in one suite.

Sourcing Module

The Sourcing Module offers better engagement from vendors, creates easy-to-evaluate bid tabulations and keeps all documents, addenda and email correspondence in one place. Unlimited document upload (50MB per document), multiple approval workflow options and custom RFx creation templates allow for maximum flexibility. Create a contract or a PO from a sourcing event, saving time with data entry. Generate and display automated tabulation, what-if scenarios and intelligent award options. Analyze comprehensive data and constraints, including user-defined criteria, alternative bids, discounts and business rules.

Contracts Module

The Contracts Module allows you to centralize contract metadata, document milestones, and automate renewal and expiry alerts to significantly streamline the process used to manage your contracts. Custom contract creation templates, unlimited file upload (50MB per document) and multiple approval workflow options are but a few of the benefits of this system. Automate contract compliance with contract obligations that send out reminders to the vendors and users. One-click contract renewals eliminate the need to create a separate renewal contract.

With IMPACS Contracts, you can have a range of pre-defined clauses at your disposal for insertion into each contract. These clauses can be used to create a contract document that can then be shared between both parties for sign off and approval. Counter proposals from your suppliers are permitted, and when needed, amendments are sent to the correct internal approver for sign off - all via a single solution. Additionally, you can track the usage of each clause across your entire contract portfolio and know exactly which contracts rely on which clauses. This can help you understand the impact of changes to standard clauses and where updates to contract documents may be required if clause wording is changed. Online negotiation capabilities enable you to significantly reduce the cycle time required during a contract negotiation exercise with a full audit trail of every change.
