About this file

This is a dietary standards and requirements schedule for a Request for Proposal issued by the Michigan Department of Health and Human Services (DHHS) for nutritional services at the Center for Forensic Psychiatry (CFP) and Southeast Michigan Psychiatric Hospital (SMPH), identified as RFP No. 260000001065. The document establishes comprehensive dietary specifications for multiple diet categories including regular healthy diets ranging from 1,800 to 3,200 calories daily, with macronutrient requirements specifying 50% carbohydrates, 20% protein, and 30% fat of total calories. The schedule details therapeutic diets such as sodium-restricted diets limited to 2,000 milligrams of sodium daily, texture-modified diets adhering to the International Dysphagia Diet Standardization Initiative across seven levels from regular to liquidized, and viscosity modifications across five levels from thin to extremely thick. Additional specialized diets include medical test diets, renal diets, restricted nutrient diets, and religious or cultural meals such as Kosher, Vegan-Kosher, and Halal options, all requiring collaboration between physicians, registered dietitian nutritionists, and the SMPH Program Manager.

The schedule requires vendors to provide replacement meals at identical costs when patients are unable to consume meals at designated times or express dissatisfaction with served items, with additional charges applied per Schedule B pricing. Snacks are mandated in three categories: hour-of-sleep snacks providing 200-300 calories with protein and caffeine-free beverages included in daily calorie totals, and AM/PM snacks providing 200-300 calories in addition to total daily intake unless otherwise ordered. All snacks must follow SMPH-specified menu rotations and consistent carbohydrate guidelines, with patient-specific items requiring individual labeling with patient name, last name initial, unit number, and date. Bulk foods and fluids are to be delivered daily to unit serveries according to established timelines, with all dietary modifications applicable across all diet types to accommodate diverse patient needs.
