Asbestos Inspection Report
Introduction
Scope of the Investigation
This report documents the asbestos inspection and survey of Building 3-3045 at Ft. Bragg, North Carolina conducted on 03/04/2013.
Background
Building 3-3045 is a two story structure that is used by JSOC and the building is used specifically for office space. Due to national security concerns, the asbestos inspector was not allowed in the office areas of Building 3-3045. Most of the samples collected were collected from the hallways, mechanical rooms, electrical closets, janitorial closets and latrines. The outside of the building is constructed out of concrete. The windows of the building are constructed out of aluminum, held in place with rubber/silicone caulking. The roof is constructed from the top down with concrete surfaced expandable polystyrene foam insulation over single ply membrane over several inches of foam insulation over a metal roof deck. The inside walls are constructed out of both CMU (block) and drywall/joint compound. The ceilings of the building have drywall/joint compound that is covered with white 2’x2’ drop ceiling. The flooring system is constructed out of concrete. White 12”x12” floor tile is present in the hallways and offices on the first floor and 12”x12” floor tile and ceramic tile is present on the 2 nd floor. Due to not being able to assess all of the offices, it was not able to be determined if floor tile was present in each and every office. There is a mechanical room present on the outside of the building as well as on each floor. The pipes and elbows running throughout the mechanical room and building are covered with yellow fiberglass material, covered with a white thermal insulation wrap.
Description of study
Investigation
Areas of Building 3-3045 were visually inspected for suspected asbestos containing materials (ACM) by North Carolina accredited inspectors. A copy of the inspector’s accreditation certificate is included in Appendix A. Bulk samples of all suspect ACM’s were collected. This report details ACM as identified at the time of inspection only. Please be advised that if the building in to undergo demolition or renovation, additional sampling maybe required for hidden materials that were not accessible of sampling when the initial asbestos inspection was done. A focused inspection was conducted for the presence of asbestos containing building materials (ACBM). Laboratory results indicated that ASBESTOS WAS NOT DETECTED.
These results pertain only to that portion of the building for which renovation (work) actions are proposed and is not applicable to the remaining spaces in the building.
Carolina Environmental Inc. analyzed the bulk samples. The laboratory is accredited by the
National Voluntary Laboratory Accredited Program (NVLAP Accreditation sponsored by the
National Institute of Standards and Technology (NIST)). A Copy of their accreditation certificate is included in Appendix A. The samples were analyzed by the accepted method of polarized light microscopy (PLM) using EPA’s “Method For the Determination of Asbestos In Bulk Building
Materials”, EPA/600/R-93/116. The laboratories’ analytical report is included in Appendix A.
In compliance with the AHERA regulations, material is considered an Asbestos Containing
Material (ACM) when it contains greater than one percent asbestos. Likewise, in this report, any material containing concentrations greater than one percent asbestos will be considered
“positive”. Occasionally, materials containing less than one percent asbestos, or not sampled, are assumed to be a “positive” asbestos containing material at the discretion of the inspectors. A narrative discussion of the AHERA ACM types (i.e., thermal systems insulation, miscellaneous and surfacing materials) found in Building No. 3-3045 is included in this report where relevant.
Bulk sample information, estimated quantities of individual asbestos containing materials, and material characterization of asbestos containing materials appears on Table 1. The approximate location where each bulk sample was obtained is shown on the building floor plans, Figure 1.
Conclusions
ASBESTOS-CONTAINING MATERIAL NOT DETECTED.
Thermal System Insulation
TSI is insulation material applied to pipes, fittings, tanks, ducts, or on other interior structural components to prevent heat loss or gain, or water condensation, or for other purposes.
There was not any asbestos containing TSI materials detected in Building 3-3045.
Miscellaneous Materials
Miscellaneous materials include building material on structural components, structural members or fixtures, such as floor and ceiling tiles, and do not include surfacing or TSI. There was not any asbestos containing miscellaneous material found in Building 3-3045 at the time of sampling.
Surfacing
Surfacing material is friable material that is sprayed on, troweled on, or otherwise applied to surfaces for decorative or other purposes. No surfacing material was found to contain asbestos located in Building 3-3045 at the time of sampling.
