STATEMENT OF WORK

Task Order 5

TITLE: SRD 31 Software Maintenance and Development

LAB REQUESTING SERVICE: Material Measurement Laboratory, Materials Measurement Science Division

I. BACKGROUND INFORMATION

The American Ceramic Society (ACerS) and the U. S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST) hold joint copyright to the database Phase Equilibria Diagrams (PED), also known as Standard Reference Database 31 (SRD 31, www.nist.gov/srd/nist31.cfm). This data project originated in 1933 and is carried out via an active ACerS-NIST (then NBS) partnership. The contents of SRD 31 consist of equilibrium phase diagrams, or processing maps, for ceramic materials. By delineating the conditions (chemical composition, temperature, pressure, and atmosphere) under which pure compounds and their mixtures occur, phase equilibrium data provide essential thermochemical guidance for the technical exploitation of ceramic materials. The data are extracted from the primary scientific literature and critically evaluated by materials-science experts. The SRD 31 Data Center is located in Building 223 on the Gaithersburg NIST campus. The published database currently contains approximately 27,000 phase diagrams for a wide variety of non-organic material systems. Each data entry is called a PED Figure (see Appendix) and consists of a textual commentary with critical evaluation of the original work and one or more phase diagrams for that particular chemical system. Approximately 1000 new diagrams are added to the database annually via updated PC (CDROM/DVD) and web versions.

The subject of this requirement is software for the Content Management System (CMS) for the SRD 31 Data Center and for the customer products consisting of a PC and an online Web version.

The CMS is a custom-developed web-based system running under Ubuntu Linux using the Ruby programming language. The system uses Nginx web server, an SQLite database, the Route scheduling system, and an object relational mapper for the GUI.

II. SCOPE OF WORK

a. OBJECTIVES

The objectives of this task order are to provide maintenance, support, and incremental improvements for the SRD 31 CMS and web delivery system, and to provide v.4.3 of the SRD 31 PC product and web-content update.

b. GENERAL:

The Contractor shall provide all support for project oversight, administration and technical execution of this task order. The Contractor is responsible for maintaining accurate records of project activities.

c. SPECIFIC REQUIREMENTS:

The Contractor shall complete the following tasks:

Task 1: Provide maintenance and support for the SRD 31 CMS system, including incremental improvements The contractor shall maintain the CMS and make any updates needed to ensure that Data Center Staff can continue to process and publish new content. This includes the CMS functionality required for all steps of the editing and publishing processes. The contractor shall provide support, including instruction, for the CMS software. The contractor shall provide support to maintain the server used by Data Center staff for the PED database and shall work in cooperation with ITAC/OISM and the MML/MMSD IT Security Officers to ensure that the server complies with security guidelines issued by NIST.

The contractor shall incrementally modify the CMS in order to optimize its use by Data Center staff. Such modifications shall include:

2. Provide capability to delete incorrect references

3. Provide diagram uploading capability for sets, such as blue notebook number, to avoid calling up individual working numbers.

4. Provide Boolean logic when performing bibliographic searches.

5. Improve display of work-flow status for individual PED figures by maintaining simultaneous display of Working Number, Notebook #, and Assigned Fig. #, in sortable columns.

6. Provide an abbreviated documentation/help file for CMS features.

Task 2: Provide v.4.3 of the SRD 31 PC Product The contractor shall provide v.4.3 of the PC database that will be updated with modified and new Volume 20 content provided by the Phase Data Center Staff. The contractor shall fix any bugs found in the previous version of the PC product before releasing the v.4.3 product. The contractor shall also prepare a v.4.3 demonstration PC product that will have the full functionality of the complete version but with limited data as in previous versions. The functionality of the new version shall be equivalent to that of the previous version, and shall be enhanced with the Periodic Chart functionality equivalent to v.3.4 (downloadable at www.nist.gov/srd/nist31.cfm).

Task 3: Provide maintenance and support for the SRD 31 web delivery system, including incremental improvements The contractor shall maintain the technical content and functioning of the SRD 31 web delivery interface which shall provide functionality parallel to that of the PC product (downloadable at www.nist.gov/srd/nist31.cfm; functionality as specified in the Help Files); i.e., Search, Display Commentary, Display Diagrams.

The contractor shall provide a Vol 20 content-update for the web version of the database.

The contractor shall optimize functioning of the web delivery interface so that diagrams and commentaries are displayed with approximately the same speed as the PC product.

III. PERIOD OF PERFORMANCE

The period of performance shall be one year, 11/1/15-10/31/16

IV. PLACE OF PERFORMANCE

Work shall be accomplished at NIST, Gaithersburg, Maryland, and at the contractor site. Normal duty hours at NIST are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays .

V. GOVERNMENT FURNISHED PROPERTY

All property, data, and information provided by the Government in the performance of this task remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement. Likewise, all deliverables generated under this requirement remain the property of the Government.

Government-furnished equipment will be provided in an as-is condition and in a working condition.

Upon award of this requirement, the Government will provide the Contractor with all equipment needed in the performance of this requirement. The Government will also furnish the Contractor with an office, furnished with a desk, chair, computer and a telephone.

VII. ATTACHMENTS

The Appendix provides a description of the data in SRD 31, referred to as PED Figures.

The Contractor shall comply with the safety policies provided at http://www-i.nist.gov/mml/safety/policies/index.htm.

Standards for Acceptance of Deliverables:

The COR or the Task Manager will provide comments on each deliverable within 14 calendar days from receipt of a given deliverable. The Contractor shall make any needed changes to the reports within 14 calendar days from receipt of electronic or written comments from the COR or Task Manager. The COR will provide written notification when a deliverable is accepted.

X. CONTRACTOR’S MINIMUM QUALIFICATIONS

The contractor shall have at least a B.S. degree or higher in a relevant technical field related to computer science, materials science, engineering, or physics. The Contractor shall also have at least five years of experience in scientific data software development, including databases and scientific graphing. Contractor shall have at least 2 years of experience developing software for standard reference databases. The contractor shall have demonstrated experience and expertise in the programming languages and software tools listed in Section I.
