Performance Work Statement
Task Order 4
TITLE: Subject Matter Expert for Immunization Information Systems (IIS) tool development LAB REQUESTING SERVICE: Information Technology Laboratory, Systems and Software Division
A. BACKGROUND INFORMATION
The mission of the National Institute of Standards and Technology (NIST), Software and Systems Division (SSD) is to develop software testing tools and methods that improve quality, conformance to standards and correctness. The Division also participates with industry in the development of forward-looking standards relative to the healthcare industry. The Division's programs also respond to industry, consortia, and standards groups needs by concentrating on key areas at the forefront of technology and assisting in the transfer of technology and expertise to industry.
The demand for correct, reliable, robust and interoperable software is crucial to our nation’s infrastructures such as healthcare. In particular, online medical information and simplified, standardized methods to access healthcare information and services is crucial in making healthcare safe and available to all. Appropriate standards for healthcare information systems provide the cornerstone to achieving a healthy healthcare infrastructure.
The NIST SSD requires Subject Matter Expert and technical staff support from the Contractor in the areas of standards and technology development and adoption, measurement, and development of software testing tools to improve the quality and correctness of software used in our nation’s critical infrastructures, such as Healthcare. NIST has expertise in developing transport and content testing tools for healthcare systems. NIST is in the process of building a bi-directional test tool for immunization domain in accordance with the current Meaningful Use testing program, this is a joint effort between NIST and the CDC. The current Meaningful Use requirements do not include all aspects of the Immunization Information Systems’ (IIS) bi-directional testing, query/response profiles, transport testing and functional testing, this task order will further develop a tool to test the entire IIS.
B. OBJECTIVES
The demand for correct, reliable, robust and interoperable software is crucial to our nation’s infrastructures such as healthcare. In particular, online medical information and simplified, standardized methods to access healthcare information and services is crucial in making healthcare safe and available to all. Appropriate standards for healthcare information systems provide the cornerstone to achieving a healthy healthcare infrastructure. This research project seeks to contribute to the general state of the art for trustworthy software as well as to the healthcare industry specifically, by advancing healthcare information standards that are complete and testable and by providing the necessary conformance tests, tests tools and techniques where appropriate.
By two years of age, over 20% of the children in the U.S. typically have seen more than one healthcare provider, resulting in scattered paper medical records. Immunization information systems (IIS) help providers and families by consolidating immunization information into one reliable source. IIS are electronic information systems designed to capture and manage data specifically related to immunization. They:
· are population-based systems.
· are computerized, primarily web-based systems.
· ensure confidentiality, privacy, and security of personal data.
· are a collect and consolidate vaccination-related data from multiple healthcare providers.
· generate reminder and recall notices.
· assess vaccination coverage.
· can capture vaccination-related data on children, adolescents and adults.
Other IIS Capabilities include:
· Integrate with other electronic health information systems
· Vaccine management at the provider and immunization program levels
· Forecast next appropriate vaccination(s) due, specific to each patient
· Emergency preparedness & pandemic influenza planning Benefits of an IIS systems include:
· Retrieve real-time data
· track and evaluate trends in data/coverage levels
· monitoring outbreaks and disease coverage levels
· VFC vaccine usage and provider compliancy
· Monitor new vaccine uptake
· Help prevent disease outbreaks in the community.
· Keep records kept safe during natural disasters.
· Ensure children don't miss any shots or get too many shots.
· Remind parents by mail or telephone when their child need shots.
· Help determine pockets of need in a community.
· Determine where new clinics and provider offices need to be placed.
· Maintain records of children in foster care.
NIST will develop a conformance test tool for the CDC to validate Immunization Information Systems implementations’ abilities and conformance to the HL7 2.5.1 data exchange protocols.
C. SCOPE OF WORK
The NIST SSD is collaborating with industry, standards organizations, consortia, and government agencies to build tools and prototypes to advance the adoption of Information Technology (IT) within healthcare systems.
As requested, the Contractor shall support NIST SSD in the collaboration with the CDC to build a tool and prototypes to advance the adoption of IT within healthcare systems. Specific objectives for the contractor include:
Collaborating with Health Level Seven (HL7) members to help ensure that HL7 messaging and Electronic Heath Record systems' conformance can be defined and measured at an appropriate level.
Providing technical leadership to build a common web-based tool that integrates testing tools/activities of various SDOs, consortia and other organizations to test the IIS.
D. SPECIFIC REQUIREMENTS:

The Contractor shall complete the following tasks:
Task 1: Analyze and write a report on functional requirements for Immunization Information Systems.
Specific Tasks:
1.
Research existing documents related to functional requirements for Immunization Information Systems a.
Provide references to such documents
2.
Analyze the documents discovered in task (1) and research existing Immunization Information Systems (IIS) a.
Write a report on the findings b.
Provide a gap analysis for existing documented requirements and requirements that are needed for IISs.
c.
Harmonize requirements with EHR functional requirements for Immunization
3.
Create a proposed functional requirements document for IISs a.
Work with NIST to develop/enhance core functional requirements guide for IISs (phase1 – not comprehensive, but core functions and representative) b.
Ensure requirements are written at a level that are testable
Deliverables:
1.
Report on existing IIS functional requirement and gap analysis
a. Due no later than 12 Weeks after task order award.
2.
White paper documenting IIS core functional requirements (testable level of detail)
a. Due no later than 20 weeks after task order award.
3.
Proposed Standard of IIS Functional Requirements
a. Due no later than 28 weeks after task order award.
4. Meet with NIST staff via webex/phone once a week for an hour.
Task 2: Provide Test Case Data and Scenarios for MU-3 and IIS Functional Requirements Testing
Specific Tasks:

F. TRAVEL
No Travel is required.
G. CONTRACTOR MINIMUM QUALIFICATIONS
All contractor personnel working under this task order shall be designated as Key Personnel. All Contractor Key Personnel working under this task order must meet the following minimum qualifications.
· 8 or more years’ experience in the functioning and workflow of EHR and Immunization Information Systems (IIS)
· 8 or more years’ experience in Immunization related terminology (including LONIC and CVX)
· 6 or more years’ experience in on-boarding installations to state Immunization Registries
· 8 or more years’ experience in HL7 v2 messaging and in particular the Immunization messages
· 4 or more years’ experience in HL7 v2 conformance concepts
· 4 or more years’ experience in the HL7v2 conformance test tool development
· 4 or more years’ experience in the development of HL7v2 test cases
· 2 years’ experience working with the CDC SOAP WSDL for Immunization Transport
· 3 years’ experience on the NIST Meaningful Use Immunization Test Tool
· 3 years’ experience on the NIST Meaningful Use Test Procedures
H. PERIOD OF PERFORMANCE
The period of performance shall be 1 October 2015 to 30 September 2016.

NIST anticipates the vendor will require a total minimum level of effort (LOE) as identified in the following Table to complete these tasks:

J. PLACE OF PERFORMANCE
Performance shall be the contractor’s primary location site. No work will be accomplished on the NIST campus.
K. GOVERNMENT FURNISHED PROPERTY
All property, data and information provided by the Government in the performance of this task remains the property of the Government and shall be surrendered to the Government upon completion or termination of this requirement. Likewise, all deliverables generated under this requirement remain the property of the Government.
No Government furnished equipment will be provided.

M. RISK ASSESSMENT
The HSPD-12 Security Risk Level assigned to this contract is low risk.
N. INSPECTION/ACCEPTANCE OF DELIVERABLES
As tasks and deliverables are completed, the Contractor shall submit the deliverables for review by the COR. The COR will provide comments on any given deliverable within five business days after the receipt of deliverables. The Contractor shall revise and resubmit the deliverable(s) in accordance with the COR’s comments and resubmit for COR review and further comment/approval. All revisions shall be made at no additional cost to the Government.
O. PERFORMANCE REQUIREMENTS SUMMARY
Task 1 - Analyze and write a report on functional requirements for Immunization Information Systems.
Desired Output: All reports grammatically correct and ready to publish.. Input provided to TIC through meetings, email and other discussion opportunities. Phone and email discussions held as needed.
Monitoring Method: Reviewed by COR/TIC.
Performance Standard: All reports and data generated are technically accurate. The Contractor responds promptly to phone calls and emails and is in attendance at meetings. Any written communication is in grammatically correct English and delivered on time in correct format.
Task 2 - Provide Test Case Data and Scenarios for MU-3 and IIS Functional Requirements Testing
Desired Output: All reports grammatically correct and ready to publish.. Input provided to TIC through meetings, email and other discussion opportunities. Phone and email discussions held as needed.
Monitoring Method: Reviewed by COR/TIC.
