Performance Work Statement

Task Order 3

Title: Health IT HL7v2.x Validation Engine and Syndromic Surveillance Test Tool Development LAB REQUESTING SERVICE: Information Technology Laboratory, Systems and Software Division

A. BACKGROUND INFORMATION:

The Health IT Transactional Testing project of the Software and Systems Division (SSD) of the National Institute of Standards and Technology (NIST) has a number of activities that require the development of software that will be used to generate test cases, test systems against heath IT standards, and report results consistently. The project needs contractor support experienced in health IT standards and software development to carry out the software development activities.

One area of focus of Health IT Transactional Testing effort is the development of the NIST Suite of HL7v2.x Conformance Test Tools (including the Meaningful Use Test Tools). At the center of the test suite is the validation engine that supports each HL7v2.x conformance test tool. Development and improvement is of the core validation engine is the central focus of this task order.

B. OBJECTIVES/PURPOSE:

NIST SSD is collaborating with industry, standards organizations, consortia, and government agencies to build tools and prototypes to advance the adoption of Information Technology (IT) within healthcare systems.

The Contractor shall provide design leadership and programming support to NIST SSD in the collaboration with industry, healthcare informatics-related standards organizations, consortia, and government agencies to build tools and prototypes to advance the adoption of IT within healthcare systems. Specific objectives include:

Collaborating with Health Level Seven (HL7) members to help ensure that HL7 messaging and Electronic Heath Record systems' conformance can be defined and measured at an appropriate level.

Providing technical leadership on 'Integrating the Healthcare Enterprise' (IHE) projects, in particular the Information Technology Infrastructure (ITI) profiles and medical device-related profiles.

Providing technical leadership to build a common web-based tool set that integrates testing tools/activities of various SDOs, consortia and other organizations.

C. SCOPE OF WORK:

The Contractor shall perform the following tasks on the NIST HL7 v2.x Test Suite and Framework.

1. SPECIFIC TASKS

The contractor shall develop, update, improve, and maintain the NIST HL7v2 validation engines (release 1 and 2) in support of the NIST HL7v2 Test Suite and Framework. The contractor shall keep the TIC appraised of developments and issues on a weekly basis.

Based on the reports in various tasks, deliverables and due dates may be modified upon approval by the TIC.

Specified data formats. The contractor shall provide all reports in either MS Word format or Adobe PDF.

Standards for Acceptance of Deliverables: The NIST TIC will provide comments on each deliverable within 7 business days from receipt of a given deliverable. The contractor shall make any needed changes to the deliverables within 7 business days from receipt of electronic or written comments from the TIC.

Task 1: Develop, update, improve, and maintain the NIST core validation engines (release 1 and release 2) that support the NIST conformance test tools.

The core utilities include message generation, message validation, communication, test agents, test framework and associated support classes. The contractor shall:

· Provide programming support to projects that incorporate the core capabilities including:

· web application and web services

· test case authoring and management tool (TCAMT)

· implementation guide authoring and management tool (IGAMT)

· Message Maker 2 with data management

· validation tools

· Improve validation approach to support the following:

· Message structure and syntax validation

· Provide detail assertion level detections

· Message content validation (including support for multiple occurrences)

· Support content validation when segment appear in any order

· Complex conformance statements

· Condition Predicates

· Support for OBX-2/3/5/6/ co-constraints

· Vocabulary (support new requirements specification)

· Improve conformance profile schema capabilities (modular)

· Ensure correct integration of validation engine into conformance test tools

· Develop and document proposal for HL7 v2.x conformance profile schema

· Design, development, and maintain data models supporting the various tools

Deliverables:

The deliverables for the tasks under Task 1 are:

1) Monthly Software updates implementing functionality described above

2) PowerPoint Presentation to be presented to the NIST Project Leader on the progress of the software upgrades on a Monthly basis

3) Build new versions of each tool capability and integrate/test/re-deploy monthly.

4) Document new validation approach as a joint conference paper with NIST co-author

5) Proposal of HL7 v2.x conformance profile schema

Due 12 months after task order start.

Task 2: Develop components to support the development of the implementation guide authoring and management tool (IGAMT) and the test case authoring and management tool (TCAMT).

The contractor shall perform the following tasks:

· Provide functionality to support the development of IGAMT and TCAMT

· Develop and refine data model to support IGAMT and TCAMT

· Develop a data format to be compatible with the NIST validation engines (release 1 and release 2)

· Develop code to support IGAMT and TCAMT data model

· Provide integration code for users of IGAMT and TCAMT data model

· Provide UML diagram of IGAMT and TCAMT data model

Deliverables:

The deliverables for the tasks under Task 2 are:

Specific products due 12 months after task order start include:

· A UML Model implementing the design of the IGAMT and TCAMT

· Documentation of data format to be exported from IGAMT and TCAMT.

· Documentation describing use of data model in IGAMT and TCAMT.

· Source code (utilities) to access and manipulate data model

As the program and tasks evolve, deliverable schedules may change (with the consent of all parties) to more accurately address NIST needs.

Task3: Assist in development of Meaningful Use 2015 Edition Tooling

a) Support specific validation request and plugin for 2015 Edition specific tools:

I. MU-3 Syndromic

II. MU-3 ELR

III. MU-3 LRI

IV. MU-3 Immunization

V. MU-3 LOI

VI. MU-3 eDOS

VII. MU-3 Immunization Query and Response

Deliverables:

a) The specific products due 6 months after task order start are:

I. Monthly Software updates implementing functionality described above

II. PowerPoint Presentation to be presented to the NIST Project Leader on the progress of the software upgrades on a Monthly basis

III. Build new versions validation core for each tool and re-deploy monthly (or on as needed basis).

IV. Document in release Notes:

i. What was fixed in this version

ii. What was not fixed and why was it deferred to later release

iii. What was not fixed and will not be fixed and why.

NIST has unlimited rights to all software and source code developed.

Task 4: Development of Conformance Profiles for Syndromic Surveillance Standard in support of MU-2015 Conformance Test Tool

a) Develop the conformance profiles for the Syndromic Surveillance Implementation Guide (Release 2.0):

I. NIST to provide the implementation guide

II. Review, assess, and document points of clarification.

III. Create conformance profiles based on the profile schema developed in task 1 of this SOW.

IV. Create XML/JSON ADT A01 Conformance Profile V. Create XML/JSON ADT A03 Conformance Profile

VI. Create XML/JSON ADT A04 Conformance Profile

VII. Create XML/JSON ADT A08 Conformance Profile

Deliverables:

a) The specific products due 3 months after task order start are:

I. Document of review findings (MS Word)

II. ADT A01 Conformance Profile (XML/JSON)

III. ADT A01 Conformance Profile (XML/JSON)

IV. ADT A01 Conformance Profile (XML/JSON)

V. ADT A01 Conformance Profile (XML/JSON)

D. KEY PERSONNEL REQUIREMENTS

The contractor shall provide a minimum of 1 key personnel contractor employees for this task order. The staff proposed for this task must have formal training in the following areas or demonstrated experience in the areas.

· Senior Software Engineer (8+ years)

· Programming languages: Java, Scala, Ruby, Bash, XSD, XSLT, XPath, XQuery

· Web development: JEE (JSF, Servlet/JSP), Spring, Play, Rails, AngularJS, HTML, CSS

· Expert System: JESS, Drools

· HL7 V2 expert (6+ year).

· Expert in HL7 V2 conformance profile (structure, datatypes, value sets, ER7) (4+ Years)

· Expert in HL7 v2 message validation and generation. (4+ Years)

· Expert immunization and lab results implementation guides (3+ Years)

· Expert in test case development (4+ Years)

· 4+ Years’ experience with the NIST Core Validation Engine (Release 1)

· 1+ Years’ experience with the NIST Core Validation Engine (Release 2)

· 3+ Years’ experience with the NIST HL7 v2/v3 test framework and conformance test tools (including capabilities to write validation plugins for such tools)

E. PERIOD OF PERFORMANCE:

The period of performance shall be November 2, 2015 – November 1, 2016.

F. PLACE OF PERFORMANCE:

All work shall be performed on-site at NIST, Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.

G. GOVERNMENT FURNISHED PROPERTY:

All property, data and information provided by the Government in the performance of this task remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement. Likewise, all deliverables generated under this requirement remain the property of the Government.

Government furnished equipment is provided in an as is condition and working condition. NIST will provide the following:

1. A desktop PC with the Eclipse Programming environment and NIST specific software (Project Lead will provide) supporting software for this task order no later than 10 days after task start.

2. Upon task start, an office furnished with a desk, chair, and telephone.

J. INSPECTION/ACCEPTANCE OF DELIVERABLES

As tasks and deliverables are completed, the Contractor shall submit the deliverables for review by the COR. The COR will provide comments on any given deliverable within five business days after the receipt of deliverables. The Contractor shall revise and resubmit the deliverable(s) in accordance with the COR’s comments and resubmit for COR review and further comment/approval. All revisions shall be made at no additional cost to the Government.

K. TRAVEL

Travel may be required to attend workshops or conferences as required to present NIST work. All travel costs will be paid in accordance with Federal Travel Regulation. All travel engagements must be approved by the NIST COR prior to the costs being incurred. At this time one trip to the 2016 Connectathon Conference in Cleveland is planned.

L. PERFORMANCE REQUIREMENTS SUMMARY

Task 1: Develop, update, improve, and maintain the NIST core validation engines (release 1 and release 2) that support the NIST conformance test tools Desired Output: Update the Redmine (issue tracker) application with status of tasks assigned by the COR. Redmine application will be provided by NIST and tasks assigned by the COR. Input provided to COR through meetings, email and other discussion opportunities. Meetings attended as required. Phone and email discussions held as needed.

Monitoring Method: Reviewed by COR

Performance Standard: Redmine status details all the status, test methods, scenarios and services necessary as required in Task 1. The Contractor responds within one business day to phone calls and emails and is in attendance at meetings. Any written communication is in grammatically correct English and delivered on time in correct format.

Task 2: Develop components to support the development of the implementation guide authoring and management tool (IGAMT) and the test case authoring and management tool (TCAMT).

Desired Output: Software management is provided to all developers and projects. The software tools provide the capability in accordance with the specified implementation guides (provided by COR).

Performance Standard: The software management is functionally correct, well-documented and easy to use. The software management system follows NIST practices which will be explained by the Project Lead at start of contract. Source code and software release will be made publicly available.

Monitoring Method: Reviewed by COR.
