Performance Work Statement Task Order 1

Title: Health IT HL7 v2.5.1 Laboratory Test Suite LAB REQUESTING SERVICE: Information Technology Laboratory, Systems and Software Division

A. BACKGROUND INFORMATION:

The Health IT Transactional Testing project of the Software and Systems Division (SSD) of the National Institute of Standards and Technology (NIST) has a number of activities that require the development of software that will be used to generate test cases, test systems against heath IT standards, and report results consistently. The project needs contractor support experienced in health IT standards and software development to carry out the software development activities.

One area of focus of Health IT Transactional Testing effort is the development of the NIST Laboratory Test Suite in support of Meaningful Use and beyond. The laboratory test suite of tools include interoperability standards for Laboratory Orders (LOI), Laboratory Results (LRI), Electronic Directory of Service (eDos) and Electronic Laboratory Reporting (ELR) to public Health and functional standards for lab compendium and laboratory results.

B. OBJECTIVES/PURPOSE:

NIST SSD is collaborating with industry, standards organizations, consortia, and government agencies to build tools and prototypes to advance the adoption of Information Technology (IT) within healthcare systems.

The Contractor shall provide project leadership and programming support to NIST SSD in the collaboration with industry, healthcare informatics-related standards organizations, consortia, and government agencies to build tools and prototypes to advance the adoption of IT within healthcare systems. Specific objectives include:

Collaborating with Health Level Seven (HL7) and ONC S&I Framework members to help ensure that HL7 messaging and Electronic Heath Record systems' (EHR-S) conformance can be defined and measured at an appropriate level.

Providing technical leadership on 'Integrating the Healthcare Enterprise' (IHE) projects, in particular the Information Technology Infrastructure (ITI) profiles and patient matching related profiles (e.g., PIX/PDQ).

Providing technical leadership to build a common web-based tool set that integrates testing tools/activities of various SDOs, consortia and other organizations.

C. SCOPE OF WORK:

The Contractor shall perform the following tasks on the NIST Laboratory Test Suite (including the subset for Meaningful Use Tooling).

SPECIFIC REQUIREMENTS:

Task 1: Deploy, update, test, and finalize the development of the Laboratory Test Suite that includes support for the following standards (as published and as updated in FYI 2016):

· Laboratory Order Interface (LOI)

· Laboratory Results Interface (LRI)

· Reportable Laboratory Results (ELR)

· Laboratory Compendium (eDOS)

· Incorporation of Laboratory Results Website for guides is located at (http://www.hl7.org/implement/standards/index.cfm?ref=nav) or COR will provide a paper copy upon request.

The Contractor shall perform the following:

· Serve as project lead and senior developer on the development of the Laboratory Test Suite including functionality for the following:

a. Laboratory Orders Interface (LOI) certification test tool

b. Laboratory Results Interface (LRI) certification test tool

c. Reportable Laboratory Results (ELR) certification test tool

d. Laboratory Compendium (eDOS) certification test tool

e. Incorporation of Laboratory Results certification test tool

f. Incorporation of Laboratory Compendium (eDOS) certification test tool

· Contractor will coordinate with Subject matter Expert (SME) to develop meaningful Clinically Relevant test cases and test data. SME will provide input on data quality.

· Build the artifacts to support the test tool

· Test Data Spreadsheet

· Test Stories

· Test Data

· Message Content

· Juror Documents (for inspection testing)

· Conformance Profiles

· Vocabulary

· Generation Context File

· Validation Context File

· Validation Plugins

· Provide a continuous textual review of the following implementation Guide detailing any errors found with the guide:

a. Laboratory Order Interface (LOI)

b. Laboratory Results Interface (LRI)

c. Reportable Laboratory Results (ELR)

d. Laboratory Compendium (eDOS)

e. Incorporation of Laboratory Results

· Maintain/Update/Support the Laboratory Test Suite certification test tool

· Answer user questions with coordination with the SMEs

· Develop monthly updates and releases of the test tool

· Resolve test tool and test data issues in a timely manner

The Contractor shall deliver the following (for each implementation guides listed above):

· Report containing all the errata and clarifications made to the implementation guides-Present to stakeholders at HL7 and S&I Framework

· Report containing all the conformance statements, condition predicates and implementation choices

· XML version of the conformances profiles (all non-optional profiles)

· XML version of the vocabulary library

· Weekly excel spreadsheet containing the current test data

· Weekly prototype of tool, containing the latest test stories

· Weekly report of the validation errors of the current test stories and solution proposal

· Weekly test package document containing all the information for the current test stories

· Report identifying and proposing improvements to the current Meaningful Use validation tools

· LOI test tool website and source code.

Task deliverables due November 1, 2016

G. MINIMUM CONTRACTOR QUALIFICATION REQUIREMENTS:

It is anticipated there will be one person designated as Key personnel. A Key personnel is identified as Computer Scientist Level IV with the following minimum qualifications. The staff proposed for this task must have formal training in the following areas or demonstrated experience in the areas.

· Senior Java Developer (8+ years).

· Web Development: Spring, JSF, JQuery, Tomcat (6+ Years)

· Development Process: JUnit, Maven, Hudson, Redmine, Design Pattern.

· XML: XML Schema, XML Beans, XPath, XSLT.(6+ Years)

· HL7 V2 and V3 expert (8+ years).

· Proficient in V2 conformance profile (structure, datatypes, value sets, ER7). (6+ Years)

· Proficient in protocols MLLP and SOAP. (6+ Years)

· Proficient in HL7 v2 message validation and generation. (6+ Years)

· Proficient in test case development (6+ Years)

· Proficient in Laboratory Results Interface (LRI) domain (1+ Years)

· Proficient in Laboratory Orders Interface (LOI) domain (2+ Years)

· Proficient in Electronic Directory of Service (eDOS) domain (2+ Years)

· Proficient in Electronic Laboratory Reporting (ELR) domain (3+ Years)

· 6+ Years’ experience with the NIST Core Message Validation Engine

H. PERIOD OF PERFORMANCE:

The period of performance shall be November 2, 2015 – November 1, 2016.

I. PLACE OF PERFORMANCE:

All work shall be performed on-site at NIST, Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.

J. GOVERNMENT FURNISHED PROPERTY:

All property, data and information provided by the Government in the performance of this task remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement. Likewise, all deliverables generated under this requirement remain the property of the Government.

Government furnished equipment is provided in an as is condition and working condition. NIST will provide the following:

1. A desktop PC with the Eclipse Programming environment and NIST specific software (Project Lead will provide) supporting software for this task order no later than 10 days after task award.

2. Upon task award, an office furnished with a desk, chair, and telephone.

M. INSPECTION/ACCEPTANCE OF DELIVERABLES

As tasks and deliverables are completed, the Contractor shall submit the deliverables for review by the COR. The COR will provide comments on any given deliverable within five business days after the receipt of deliverables. The Contractor shall revise and resubmit the deliverable(s) in accordance with the COR’s comments and resubmit for COR review and further comment/approval. All revisions shall be made at no additional cost to the Government.

O. PERFORMANCE REQUIREMENTS SUMMARY

Task 1: Finalize the development and deployment of the Laboratory Validation Test Suite Tool.

Desired Output: Update the Redmine (issue tracker) application with status of tasks assigned by the COR. Redmine application will be provided by NIST and tasks assigned by the COR. Input provided to COR through meetings, email and other discussion opportunities. Meetings attended as required. Phone and email discussions held as needed. Software management is provided to all developers and projects. The software provides the capability in accordance with the temperature data comparator processor Service Component

Performance Standard: Redmine status details all the status, test methods, scenarios and services necessary as required in Task 1. The Contractor responds within one business day to phone calls and emails and is in attendance at meetings. Any written communication is in grammatically correct English and delivered on time in correct format. The software is functionally correct, well-documented and easy to use. The software system follows NIST practices which will be explained by the Project Lead at start of contract.
