About this file

This is Amendment 0003 to Request for Proposal (RFP) W519TC26RA036, issued by the U.S. Army Materiel Command, ACC Rock Island on October 16, 2026. The amendment extends the proposal due date from October 19, 2026 at 5:00 PM Central Time to October 26, 2026 at 8:00 AM Central Time, and clarifies authorization and signature requirements for Category 7 sourcing documentation. All other terms and conditions of the original solicitation remain unchanged.

The RFP seeks qualified contractors for a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract to supply munitions, components with energetics, and related services including sourcing, technical data packages, transportation, and unmanned aircraft systems. The USG intends to award up to five IDIQ contracts using a Highest Technically Rated Offeror (HTRO) approach with a Minimum Technical Threshold Rating (MTTR). Evaluation is based on two factors: a mandatory GO/NO-GO gate requiring active DDTC and FFL registrations, SAM.gov registration, prior ammunition contract experience, compliance certification, and debarment screening; and a technical matrix scoring on eight categories including delivery verification for munitions and components, End User Certificates/ECOWAS Waivers, export licenses, transportation capability, technical data packages, lot acceptance tests, UAS/UAV sourcing, and contract awards valued between $50-250M or exceeding $250M. Offerors must propose firm-fixed not-to-exceed unit prices inclusive of fabrication, testing, inspection, packaging, and non-mandatory OCONUS ground transportation. Proposals remain valid for 180 days from the due date and must be submitted electronically via the PIEE Solicitation Module. Affiliated entities may only submit one proposal, and only formal Joint Ventures are permitted as teaming arrangements.

Section L - Instructions, Conditions, & Notices to Offerors or Quoters

Miscellaneous text in this section has been modified from:

GENERAL INSTRUCTIONS

These instructions are a guide for preparing proposals in response to Solicitation W519TC26RA036 and represent a tailored version of RFO FAR 52.215-1. In the event of a conflict, the language herein takes precedence. The basis for award will be determined by utilizing the Highest Technically Rated Offeror (HTRO) Minimum Technical Threshold Rating (MTTR) approach. HTRO is a source selection process that is neither a tradeoff nor Lowest Price Technically Acceptable (LPTA). This method will allow the USG to establish a pool of qualified Contractors for future competition. Technical acceptability will be determined using the HTRO methodology described herein. The USG intends to award up to five IDIQ contracts, but reserves the right to a single award, to the highest-rated technically capable Offerors who are determined responsible IAW RFO FAR Part 9.

The USG has established a points-based matrix of objective criteria in this Solicitation. Offerors shall self-score against the objective criteria and provide supporting documentation to validate their self-score. Upon receipt of proposals, the USG will rank all Offerors from the highest to lowest score based on the HTRO Self-Score Matrix (Attachment 0008). The USG will validate the Offeror's self-score by reviewing their supporting documentation in descending order, starting with the highest-ranked Offeror. This process will continue until a maximum of five technically acceptable proposals are confirmed. Once the USG has evaluated and confirmed the maximum of five proposals, the USG will no longer evaluate any other submitted proposals. Scores may be adjusted downward if supporting documentation submissions are not adequately substantiated. In the event a downward adjustment causes an Offeror to drop out of the top five, that Offeror's evaluation will cease, and the USG will evaluate the next highest-ranked Offeror instead.

Evaluation will resume only if downward adjustments to other Offerors' scores return that Offeror back into the top five. The USG will not make upward adjustments. In the event that fewer than five Offerors meet the MTTR, the USG reserves the right to award to the next highest rated Offeror(s) below the MTTR. The USG intends to validate Offeror's self-scores and award without negotiations; however, the USG reserves the right to conduct negotiations if it is determined to be in the best interest of the USG. Offerors are cautioned to examine this Solicitation in its entirety to ensure their proposal contains all necessary information with the required documentation provided and is complete in all aspects. The USG is not obligated to make another request for required information, nor does the USG assume the duty to search for data to cure problems it may find in proposals. Offerors must ensure their documentation is clearly referenced in the Cross-Reference Matrix (Attachment 0009) to ensure technical evaluators can identify submitted documents for each factor accurately. The Cross-Reference Matrix allows Offerors to cross reference a single document to support multiple claimed scores, precluding the need to submit the same document within a proposal volume multiple times.

During the evaluation process, the USG may request clarifications if needed. Clarifications do not constitute negotiations, and an Offeror is not allowed to change their proposal in response to a request for clarification. The Government reserves the right to conduct clarifications with one or more Offerors. The Government also reserves the right to conduct negotiations if deemed necessary; if a competitive range is established, negotiations will be conducted with all Offerors within that competitive range. If negotiations are held, they may consist of oral and/or written questions, may address technical and price issues, and may allow an Offeror to provide additional information and/or change their proposal.

GENERAL PROPOSAL SUBMISSION REQUIREMENTS

Proposals must be signed by an individual authorized to enter into a contract on behalf of the Offeror. Proposals and work samples must be written in English. If a work sample is written in a language other than English, it must be translated by a certified third-party translator, with certification provided. Both the original non-English version and the certified translated copy must be provided.

Proposals must remain valid for 180 calendar days from the due date specified in Block 12 on the Standard Form (SF) 33.

Proposals must be submitted electronically via the PIEE Solicitation Module by the specified deadline. The PIEE Solicitation Module automatically tracks the date and time of all submissions.

Proposals not received by the designated submission deadline will be handled IAW RFO FAR 15.107.

Offerors shall establish a PIEE Proposal Manager account to access documents and submit proposals.

The USG reserves the right to cancel this Solicitation at any point before contract award without obligation to reimburse Offerors for costs incurred.

The USG will not reimburse Offerors for proposal preparation costs.

Notices and debriefings will be conducted IAW FAR RFO 15.206 and FAR RFO 15.301.

Offerors must acknowledge any amendments issued against this Solicitation by including a signed SF 30 (Amendment of Solicitation/Modification of Contract) with their proposal submission.

For each Evaluation Category, Offerors may only submit the "up to Quantity Limit" of work samples specified in Column D of the HTRO Technical Matrix (Attachment 0008). Each document shall be referenced in the Cross-Reference Matrix (Attachment 0009). If an Offeror submits more than the required quantity, the USG will only review the documents provided "up to Quantity Limit" specified. For example, if an Evaluation Category quantity limit is up to 10 documents for the Category and the Offeror submits 11, the USG will only review and accept the first 10 listed in the Cross-Reference Matrix (Attachment 0009).

Limitation on Submission by Affiliated Entities

Each Offeror is permitted to submit only one proposal in response to this Solicitation. For the purpose of this limitation, an "Offeror" includes all of its affiliated entities.

Companies are considered "affiliated" if one controls or has the power to control the other, or if a third party (such as a parent company) controls or has the power to control both.

A parent company and its wholly or partially owned subsidiaries are considered a single entity under this rule. Proposals submitted by more than one (1) subsidiary of a common parent company for this Solicitation will be considered multiple submissions from a single Offeror.

W519TC26RA0360003

https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml

If it is determined that affiliated entities have submitted more than one (1) proposal, all proposals from the affiliated group will be deemed non-responsive and will be rejected from consideration for award.

Accepted and Prohibited Arrangements

Entities may form a formal, legally constituted Joint Venture (JV) to submit a proposal. The JV will be considered a single Offeror. No entity part (or its affiliates) of a JV may submit independently.

The proposal must include legal documentation verifying the formation and status of the JV.

The only teaming arrangement permitted under this Solicitation is a formal, legal JV. All other collaborative agreements are prohibited. Each Offeror, including a JV, may only be associated with a single proposal. Any attempt to bypass this limitation will result in the disqualification of all related proposals.

PROPOSAL FORMAT AND CONTENT

Submissions must be in Adobe PDF or Microsoft (MS) Word, except for the Factor 3 Price Matrix (Attachment 0016), the HTRO Self-Score Matrix (Attachment 0008), and the Cross-Reference Matrix (Attachment 0009) which must be in MS Excel format. All scanned documents must be legible and not password protected.

Pages should be 8.5 x 11 inches, with graphs, charts, and tables allowed on 8.5 x 14 or 11 x 17 inches. Font type, font size, and margin requirements do not apply to work sample submissions.

All proposal text shall be written in English. While Volumes 2a.1 and 2a.2, have no page limit, Offerors shall provide specific evidence to substantiate their self-score (work samples). Each Volume shall be organized on a stand-alone basis; therefore, the contents of each Volume will be evaluated independently. The USG will not cross-reference other Volumes to locate information.

Information required for proposal evaluation, which is not found in its designated Volume, will be assumed omitted from the proposal. Work samples shall be submitted as searchable Adobe PDFs.

The Offeror shall assign a unique identifier to each work sample (e.g., WS1, WS2). All pages within the work sample shall include the unique identifier, with the specific evidence location(s) clearly marked as identification to facilitate USG validation of the Offeror's proposed self-score. A single work sample may substantiate multiple Category elements in the HTRO Self-Score Matrix (Attachment 0008). Such samples only need to be submitted once within a proposal; the Offeror shall identify and mark the location of each Category element represented within that sample.

Offerors must follow the instructions in the HTRO Self-Score Matrix (Attachment 0008) and submit all required documents via the PIEE Solicitation Module. Hyperlinks are not permitted within work samples; each work sample must be a standalone document.

While redaction of proprietary information is permitted, the burden of proof rests with the Offeror to ensure that all information necessary to validate a claimed score remains visible and verifiable.

Redactions that obscure critical data, such as contract numbers, delivery dates, quantities, official signatures, or any other detail required to substantiate a claim under a specific evaluation category, may result in the work sample being deemed non-compliant for that category. Offerors are strongly encouraged to limit redactions strictly to non-essential, proprietary data to ensure their submissions remain fully verifiable and compliant with the solicitation's requirements.

The USG is not obligated to correct errors or omissions in proposals. Proposals with unresolvable errors may be removed from consideration.

To ensure timely evaluation of proposals, Offerors must follow the instructions contained herein.

Offerors are required to meet all Solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an Offeror being ineligible for award.

Formatting and Page Limits: Offerors shall submit proposals in the Volumes detailed below. Page limitations shall be strictly adhered to. Any pages submitted exceeding the specified page limits will be removed and not evaluated.

Electronic Submission: All Volumes shall be submitted electronically. Acceptable file formats are Microsoft Word (.docx), Microsoft Excel (.xlsx), and Adobe PDF (.pdf) as specified for each Volume. Excel matrices shall not be submitted as locked or flattened PDF files; all cell formulas and calculations must be fully visible and functional.

General Submission Requirements for Past Experience

Offerors must provide evidence of past experience to demonstrate their capability to perform the work required by this Solicitation. The Offeror is afforded the opportunity to provide past experience contract references for itself, its affiliates, its formal JV Partner(s), and/or its predecessor companies consistent with the Limitation on Submission by Affiliated Entities section above.

Source of Contracts: All contract references provided must have been performed under Federal elements of the USG or other governments listed in Attachment 0024, if applicable, and/or subcontracts.

Classified Contracts: For work performed on classified contracts, the work sample cover sheet will be provided in PIEE, but it will indicate that the documents are classified. All classified submittals must be approved for release to this Solicitation by the specific governing agency's Procuring Contracting Officer (PCO) specific to the classified contract.

Two alternative methods are available for handling classified documents:

Coordination directly with ACC-RIA PCO of hand carrying the documents directly to the designated USG acceptor.

Coordination directly with ACC-RIA PCO of submitting the documents via Secret Internet Protocol Router (SIPR) Network.

For coordination directly with the ACC-RIA PCO, the Offeror shall email Logan Frye, logan.e.frye.

Factor 1 HTRO GO/NO-GO Gate

Offerors shall navigate to the "GO_NO-GO Gate" tab in the HTRO Self-Score Matrix (Attachment 0008) MS Excel file.

Enter Offeror Name in cell B4.

For each question in Rows 6 through 11, select either "Yes" or "No" from the corresponding dropdown menu in Column C.

An answer of "No" to any question within Factor 1 shall render the Offeror ineligible for award. The USG will not review the Offeror's proposal any further.

Failure to meet all criteria of this mandatory factor will result in proposal rejection without further evaluation and therefore ineligible for award.

Factor 2 HTRO Technical Matrix

Factor 2 proposals will only be evaluated for those Offerors who successfully PASS all criteria in the Factor 1 HTRO GO/NO-GO Gate. For Factor 2, Offerors shall complete the HTRO Technical Matrix provided.

Navigate to the "Technical Matrix" tab in the HTRO Self-Score Matrix (Attachment 0008) MS Excel file.

Enter Offeror Name in cell C3.

For each Category in the HTRO Technical Matrix listed in Column C, the Offeror shall enter a numeric value in the "Offeror's Response" (Column E) based on the number of work samples provided as supporting documents to substantiate their score. The "Offeror's Raw Score" (Column H) and the "Offeror's Self-Score Total" (cell H52) will be calculated automatically.

Evaluation Categories where the Offeror cannot demonstrate experience shall have zero entered, and the Offeror will receive zero points for that Category.

An Offeror's Self-Score Total must meet or exceed the MTTR. The "Offeror's Self-Score Total" (cell H52) will automatically turn green if the claimed score meets or exceeds the MTTR and red for a claimed score that is below the MTTR. If fewer than five (5) Offerors meet this requirement, the USG reserves the right to make awards to the highest-rated Offeror(s) below the MTTR.

WARNING: Unless stated otherwise, Offerors shall not change, adjust, unprotect, or manipulate any formulas or cells within the HTRO Self-Score Matrix (Attachment 0008) MS Excel file. Any unauthorized modification may result in the proposal being rendered non-compliant and rejected.

Instructions and Examples on How to Self-Score

Category 1. Demonstrate your ability to source and deliver munitions and/or components with energetics.

Category 1.a.1 (cell C7)

"Provide delivery verification for energetics-based end items or components. This applies to Primes/Subs/Manufacturers supporting USG direct contracts or to Prime Contractors delivering on a USG contract. Identify the Federal Supply Class (FSC) code each delivery represents."

Category 1.b.1 (cell C8) "Provide delivery verification for energetics-based end items or components. This applies to deliveries completed to alternate countries (Attachment 0024). Identify the Federal Supply Class (FSC) code each delivery represents."

Quantity Limit (Column D: D7 and D8):

The maximum number of work samples that the Offeror may submit for the Category or Categories. In this instance, up to 10, indicates that the numeric value from 0 to 10 is acceptable for Category 1.a.1 and Category 1.b.1.

Note: Offerors are advised that the "up to Quantity Limit" may apply to dual Category rows. For example, Quantity Limit "up to 10", in merged cells D7 and D8 establish a cumulative limit for Category 1.a.1 (cell C7) and Category 1.b.1 (cell C8) combined. Offeror's inputted responses in cell E7 and cell E8 combined may not exceed 10. An Offeror's inputted responses in cell E7 and E8 combined may NOT exceed 10.

Offeror's Response (Column E):

In this instance, the Offeror will enter number from 0 to 10. The number entered will be the total number of work samples provided as supporting evidence that demonstrates the Offeror's experience within that Evaluation Category row.

Point Value Each (Column F):

The point value for each individual work sample submitted as supporting evidence in Column E. In this instance, it is 250 (Category 1.a.1) and 200 (Category 1.b.1).

Maximum Possible Points (Column G):

The maximum score in this Category. In this instance it is 2500 (Category 1.a.1) and 2000 (Category 1.b.1).

Offeror's Raw Score (Column H):

Once the Offeror enters a number in Offeror's Response (Column E), automatic multiplication of Column E by Column F occurs and updates in Column H accordingly.

For example, if the Offeror enters in Offeror's Response (Column E) the total number of "5" (cell E7) for Category 1.a.1 and "3" (cell E8) for Category 1.b.1 based on valid sourcing documentation and delivery verification work samples, the calculation is:

3.

4.

Category 1.a.1 = "5" work samples * 250 points/document = 1250 for this Evaluation Category Offeror's Raw Score (cell H7) Category 1.b.1 = "3" work samples * 200 points/document = 600 for this Evaluation Category Offeror's Raw Score (cell H8) The HTRO Technical Matrix will automatically update the Offeror's Self-Score Total (cell H52).
