About this file

This is a Request for Proposal (RFP) for Special Ammunition and Weapon Systems (SAWS) issued by the Army Contracting Command - Rock Island Arsenal under solicitation number W519TC26RA036. The procurement seeks to establish reliable supply chains for non-standard ammunition and non-NATO standard weapon systems to support the Department of War, U.S. Government agencies, foreign governments, and international organizations. The applicable NAICS code is 332993 (Ammunition Manufacturing). Proposals must be submitted by October 19, 2026, at 5:00 PM Central Standard Time, and remain valid for 180 calendar days.

The contract structure consists of up to five Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) awards to offerors meeting or exceeding the Minimum Technical Threshold Rating under a Highest Technically Rated Offeror (HTRO) source selection approach. The guaranteed minimum is $1,000 for an initial Contract Data Requirements List deliverable, with a maximum contract quantity of 3,552,685,000 items across five one-year ordering periods. The contract will be administered by Army Contracting Command - Rock Island as the sole ordering activity. Offerors must submit ceiling unit pricing for all required items on Attachment 0016 (Pricing Matrix), which establishes not-to-exceed prices for Ordering Period One. Future delivery orders will be awarded competitively using either Lowest Price Technically Acceptable or Best Value Tradeoff approaches, with price evaluated alongside technical factors, past performance, source of supplier, and delivery schedules. FOB point and delivery locations are specified on an order-by-order basis, with the contractor bearing transportation costs. Offerors must demonstrate technical experience through the HTRO Self-Score Matrix and submit work samples documenting relevant past performance as prime or subcontractor.

Significant compliance requirements include strict adherence to prohibited source lists (SAM.gov debarred entities, Section 889 NDAA restrictions on Chinese telecommunications equipment, Executive Order 13662 restrictions, Russian Federation sourcing prohibitions, CAATSA sanctions, OFAC sanctions, and FASCSA orders). Contractors must comply with International Traffic in Arms (ITAR) regulations and report all sub-tier suppliers for supply chain transparency. Ammunition and Explosives (A&E) facilities require submission of Attachment 0018 and Pre-Award Safety and Security Surveys. All contractors must comply with SAWS Safety Statement of Work (Attachment 0017) and higher-level ISO 9001-2008 quality standards. OCONUS-based sources must maintain compliance with local and international arms accountability and security laws, with documentation submitted to the Procuring Contracting Officer. Key contacts are Triston Richardson (Contract Specialist) and Logan Frye (Contracting Officer) at ACC-RIA.

Special Ammunition and Weapon Systems (SAWS)Instrument Name:

Product Service Code : 1395

General Information

The Army Contracting Command - Rock Island Arsenal (ACC-RIA) and the U.S. Army, Product Lead Special Ammunition and Weapon Systems (PdL SAWS) herein issues Solicitation W519TC26RA036. This is for the procurement of Special Ammunition and Weapon Systems (SAWS) and non-North Atlantic Treaty Organization (NATO) standard ammunition. This is in support of the Department of War (DoW), other U.S.

Government (USG) Agencies, foreign governments, and international organizations.

This requirement requires highly capable Prime Contractors to procure and deliver a diverse portfolio of Non- Standard Ammunition (NSA) and select Non-Standard Weapon Systems (NSWS). The primary objective of this program is to establish reliable, agile, and responsive supply chains capable of sourcing specialized, foreign-produced munitions and mortar weapons systems. These materiel requirements support the National Security Strategy and enable the National Military Strategy for joint warfighters, USG agencies, and international allies or coalition partners.

The USG is seeking partners who can guarantee quality and safety despite the "non-standard" nature of these weapons. While these items are not type-classified for U.S. troop use, the Contractor will be strictly evaluated on its ability to provide experience of implementing rigorous quality control, visual and physical inspections, and ballistic testing to deliver safe, reliable, and effective SAWS or NSWS.

The applicable North Atlantic Industry Classification System (NAICS) code for this acquisition is 332993 - Ammunition (except Small Arms) Manufacturing

Procurement Categories

The ammunition and weapon systems to be procured fall within the following Federal Supply Groups (FSGs) provided in the SAWS Tailored Federal Supply Classification (FSC) Item List (Attachment 0001). With limited exceptions, all items must be compatible with the applicable weapons within their associated General Specification(s) for PdL SAWS (Attachments 0003 - 0007).

FSGs and subordinate FSC codes used as a basis for categories (Attachment 0001).

Contract and Award Details

Source Selection

W519TC26RA036

A Highest Technically Rated Offeror (HTRO) source selection approach will be utilized. This is referenced in the DoD Source Selection Procedures (para 1.3.1.5) and will be conducted in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 15.103-3 and the DoD Source Selection Procedures.

Technical Experience Evaluation

Offerors are required to use the HTRO Self-Score Matrix (Attachment 0008) to self-score their past technical experience. To substantiate their self-scores, Offerors must submit work samples documenting relevant past technical experience as either a Prime Contractor or a Subcontractor.

It is the USG's expressed authority to reject or accept any additional terms and conditions proposed by an Offeror.

Contract Type

The USG anticipates awarding up to five Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts to Offerors that meet or exceed the Minimum Technical Threshold Rating (MTTR) under the HTRO Source Selection criteria whose price proposal is deemed fair and reasonable, and who has been determined responsible IAW RFO FAR Part 9. If fewer than five Offerors meet this requirement, the USG reserves the right to make awards to the highest-rated Offeror(s) below the MTTR.

Delivery Orders will be competitive and will be awarded using either Lowest Price Technically Acceptable (LPTA) or Best Value Tradeoff approach. The source selection approach will be included as part of the Letter of Contemplation / Request for Proposal (RFP) for the applicable Delivery Order. Price shall be an evaluation factor for every Delivery Order, along with, but not limited to, any combination of the following: Technical, Source of Supplier, Delivery Schedule, Past Performance and/or Transportation Plan. Detailed evaluation criteria will be provided with the LOC/RFP for each Delivery Order. Army Contracting Command - Rock Island is the only ordering activity that can place orders on the resultant contract.

Guaranteed Minimum and Contract Maximum Quantity

An initial Delivery Order will be awarded to each IDIQ Contractor for a Contract Data Requirements List (CDRL) deliverable. The dollar value is set at $1,000.00 and will satisfy the guaranteed minimum. There is no guarantee of any Delivery Order beyond the initial guaranteed minimum.

During the life of the resulting contract, the USG is entitled to order a maximum quantity of 3,552,685,000 items.

Ordering Periods

The Solicitation outlines five, one-year ordering periods:

Ordering Period One Award - 365 Days After Award (DAA)

Ordering Period Two 366 DAA - 731 DAA

Ordering Period Three 732 DAA - 1097 DAA

Ordering Period Four 1098 DAA - 1463 DAA

Ordering Period Five 1464 DAA - 1829 DAA

Delivery Details

FOB Point: Specified on an order-by-order basis.

Pricing

Offerors are required to submit a pricing summary for specified SAWS items on Attachment 0016, Pricing Matrix.

In order to be considered for award, a price for ALL required fields must be listed in Attachment 0016, and in accordance with Section L - Instructions to Offerors. The ceiling unit prices (excluding transportation) will establish firm fixed-price, not-to-exceed unit prices for the specified SAWS items that shall remain valid for each delivery order competed in Ordering Period One. The USG reserves the right to require the submission of any data necessary to validated the reasonableness of an offer.

Sub-tier Supplier Reporting

To ensure supply chain transparency and mitigate potential risks, the Offeror shall report all sub-tier suppliers engaged in the performance of any Contract or Delivery Order awarded by the USG. The Offeror shall ensure all reporting is accurate, complete, and submitted in a timely manner through the appropriate channels

Ammunition, and Explosives (AA&E)

In addition to the information submitted under RFO 52.215-6, the Offeror shall be prepared to provide the following information using Attachment 0018 (Ammunition and Explosives (A&E) Suppliers) for all facilities and Subcontractor facilities (at any tier) that will be performing AA&E work under this Solicitation:

Offerors shall not source materials, products, or services from Russia's financial, energy, and defense sectors due to extensive sanctions. Furthermore, in accordance with (IAW) DoD Class Deviation 2024-O0006 Rev 1, Offerors are strictly prohibited from utilizing Russian fossil fuels and fossil fuel business operations with Russian entities.

Failure to comply with these prohibitions constitutes a material breach of contract. In such an event, the USG reserves the right to pursue any and all remedies available by law or under the awarded contract, including, but not limited to, termination for cause or default IAW RFO 52.249-8. The Offeror may also be held liable for re-procurement costs and documentation of non-performance, potentially adversely impacting future contract awards.

The firm-fixed NTE unit price will be exclusive of the transportation unit cost, which will be separately proposed and requested with the respective Delivery Order RFP/LOC included in the competitive offers on a Delivery Order basis. Awardees will have the ability to propose unit prices that are lower than the NTE FFP prices on contract for any of the competed Delivery Orders. The NTE FFP unit prices will be based upon the applicable unit prices for only Ordering Period 1. For instance, if a FFP order is issued on the first day of Ordering Period 2, then the applicable unit prices for Ordering Period 1 will not apply. If an order is placed on the last day of Ordering Period 1, then the applicable FFP unit prices for Ordering Period 1 will also apply.

Delivery Orders may also include a total price for transportation costs for each solicited Item Number, separate from the hardware, with the identified method(s) of delivery and back-up delivery quotes to substantiate the proposed transportation costs (if applicable). Delivery locations will be identified on an order-by-order basis.

Delivery Orders will be competitive and the Contracting Officer will determine the most advantageous approach for competition amongst all IDIQ Holders based on complexity, risk, and place of performance.

The source selection approach will be included as part of the RFP/LOC for the applicable delivery order.

Price shall be an evaluation factor for every order, along with, but not limited to, any combination of the following: Past Performance, Technical, Source of Supplier, Delivery Schedule, and Transportation Plan.

Detailed evaluation criteria will be provided with the RFP/LOC for each order.

If an Offeror proposes the use of Government property already in its possession for any competitive delivery order, the total evaluated price will be adjusted to include a rental equivalent factor for each item of such property calculated in accordance with RFO FAR 52.245-9. This adjustment will apply for the use of Government property by the Offeror as well as any subcontractor.
