About this file
This is a Draft Request for Proposal (RFP) for Special Ammunition and Weapon Systems (SAWS) procurement issued by Army Contracting Command – Rock Island on behalf of the U.S. Army Product Lead SAWS.
The solicitation seeks to procure Non-Standard Ammunition (NSA) and limited Non-Standard Weapons Systems (NSWS) not safety-tested or type-classified for U.S. Army use, in support of the Department of War, other U.S. Government agencies, foreign governments, and international organizations. The procurement falls under NAICS code 332993 (Ammunition except Small Arms Manufacturing). The USG anticipates awarding up to five (5) Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a guaranteed minimum of $1,000.00 per contract and a maximum potential quantity of 3,552,685,000 items. The contract structure includes five one-year ordering periods, with FOB point determined order-by-order. Delivery orders will be awarded competitively using either Lowest Price Technically Acceptable (LPTA) or Best Value Tradeoff methodologies. The source selection employs a Highest Technically Rated Offeror (HTRO) approach at the base contract level, with evaluation based on an HTRO Self-Score Matrix assessing technical experience across eight categories: sourcing and delivering munitions with energetics, obtaining End User Certificates/ECOWAS Waivers, obtaining Export Licenses, transporting Arms/Ammunition/Explosives, completing Technical Data Packages, completing Lot Acceptance Tests, sourcing Unmanned Aircraft System pricing, and documenting prior contract awards. The Minimum Technical Threshold Rating (MTTR) is set at 12,160 points (80% of 15,200 total possible points). Proposals must include a GO/NO-GO Gate assessment confirming DDTC registration, Federal Firearms License Type 11, active SAM registration, prior ammunition contract performance, prohibited source compliance certification, and debarment screening completion. Packaging and marking must comply with International Standards for Phytosanitary Measures (ISPM) 15 for wood packaging materials and include specific hazard classification and transportation documentation. Proposals are due by a date specified in Block 9 of Standard Form 33 and must remain valid for 180 calendar days. All submissions must be made electronically via the PIEE Solicitation Module. Offerors are required to complete detailed technical matrices documenting past experience with supporting work samples, price proposals using a locked Factor 3 Price Matrix, and contractual documentation including representations and certifications in SAM.gov. Prohibited source restrictions include SAM.gov exclusions, FAR restrictions on Cuba/Iran/Sudan purchases, Section 889 telecommunications restrictions, Executive Order 13662 restrictions, Communist Chinese Military Companies list prohibitions, Russian Federation sourcing prohibitions, CAATSA restrictions, OFAC sanctions, and FASCSA orders. Offerors must also comply with International Traffic in Arms (ITAR) regulations and report all sub-tier suppliers. A Pre-Award Financial Capability Review by the Defense Contract Management Agency (DCMA) in coordination with the Defense Contract Audit Agency (DCAA) is required prior to award. Industry feedback on the draft solicitation was requested by June 15, 2026.

SECTION L – INSTRUCTIONS TO OFFERORS
GENERAL INSTRUCTIONS
These instructions are a guide for preparing proposals in response to Solicitation W519TC26RA036 and represent a tailored version of FAR 52.215-1. In the event of a conflict, the language herein takes precedence. The basis for award will be determined by utilizing the Highest Technically Rated Offeror (HTRO) Minimum Technical Threshold Rating (MTTR) approach. HTRO is a source selection process that is neither a tradeoff nor Lowest Price Technically Acceptable (LPTA). This method will allow the USG to establish a pool of qualified Contractors for future competition. Technical acceptability will be determined using the HTRO methodology described herein. The USG intends to award up to five (5) IDIQ contracts, but reserves the right to a single award, to the highest-rated technically capable Offerors who are determined responsible IAW FAR Part 9.
The USG has established a points-based matrix of objective criteria in this Solicitation.
Offerors shall self-score against the objective criteria and provide supporting documentation to validate their self-score. Upon receipt of proposals, the USG will rank all Offerors from the highest to lowest score based on the HTRO Self-Score Matrix (Attachment 0008) (DRAFT).
The USG will validate the Offeror’s self-score by reviewing their supporting documentation in descending order, starting with the highest-ranked Offeror. This process will continue until a maximum of five (5) technically acceptable proposals are confirmed. Scores may be adjusted downward if supporting documentation submissions are not adequately substantiated. In the event a downward adjustment causes an Offeror to drop out of the top five (5), their evaluation will cease, and the USG will evaluate the next highest-ranked Offeror instead. Evaluation will resume only if downward adjustments to other Offerors’ scores return that Offeror back into the top five (5). The USG will not make upward adjustments. In the event five (5) Offerors fail to meet the MTTR, the USG reserves the right to award to the next highest rated Offeror(s) below the MTTR. The USG intends to validate Offerors’ self-scores and award without negotiations;
however, the USG reserves the right to conduct negotiations if it is determined to be in the best interest of the USG. Offerors are cautioned to examine this Solicitation in its entirety to ensure their proposal contains all necessary information with the required documentation provided and is complete in all aspects. The USG is not obligated to make another request for required information, nor does the USG assume the duty to search for data to cure problems it may find in proposals. Offerors must ensure their documentation is clearly referenced in the Cross- Reference Matrix (Attachment 0009) (DRAFT) so that technical evaluators can identify submitted documents for each factor accurately. The Cross-Reference Matrix allows Offerors to cross reference a single document to support multiple claimed scores, precluding the need to submit the same document multiple times.
During the evaluation process, the USG may request clarifications if needed. Clarifications do not constitute negotiations, and an Offeror is not allowed to change their proposal in response to a request for clarification. However, the USG reserves the right to engage in negotiations, if needed, and to engage in negotiations with some, but not necessarily all, Offerors. If negotiations are held, they may consist of oral and/or written questions, may address technical and price issues, and may allow an Offeror to provide additional information and/or change their proposal.
GENERAL PROPOSAL SUBMISSION REQUIREMENTS
Proposals must be signed by an individual authorized to enter into a contract on behalf of the Offeror. Proposals and work samples must be written in English. If a work sample is written in a language other than English, it must be translated by a certified third-party translator, with certification provided. Both the original non-English version and the certified translated copy must be provided.
Proposals must remain valid for 180 calendar days from the due date specified in Block 12 of the SF 33.
Proposals must be submitted electronically via the PIEE Solicitation Module by the specified deadline. The PIEE Solicitation Module automatically tracks the date and time of all submissions. Proposals not received by the designated submission deadline will be handled

Offerors shall establish a PIEE Proposal Manager account to access documents and submit proposals.
The USG reserves the right to cancel this Solicitation at any point before contract award without obligation to reimburse Offerors for costs incurred.
The USG will not reimburse Offerors for proposal preparation costs.
Notices and debriefings will be conducted IAW FAR RFO 15.206 and FAR RFO 15.301.
Offerors must acknowledge any amendments issued against this Solicitation by including a signed SF 30 (Amendment of Solicitation/Modification of Contract) with their submission.
Offerors may only submit up to the quantity limit of required work samples for each Evaluation Category outlined in the HTRO Technical Matrix, Column D. Each document shall be referenced in the Cross-Reference Matrix (Attachment 0009) (DRAFT). If the Offeror submits more than the required quantity, the USG will only review the documents provided up to the quantity limit. For example, if the USG’s quantity limit is up to ten (10) documents for an Evaluation Category and the Offeror submits 11, the USG will only review and accept the first ten (10) listed in the Cross-Reference Matrix (Attachment 0009) (DRAFT).
Limitation on Submission by Affiliated Entities https://piee.eb.mil/xhtml/unauth/web/homepage/vendorGettingStartedHelp.xhtml https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml
Each Offeror is permitted to submit only one (1) proposal in response to this Solicitation. For the purpose of this limitation, an "Offeror" includes all of its affiliated entities.
1. Companies are considered "affiliated" if one controls or has the power to control the other, or if a third party (such as a parent company) controls or has the power to control both.
2. A parent company and its wholly or partially owned subsidiaries are considered a single entity under this rule. Proposals submitted by more than one subsidiary of a common parent company for this Solicitation will be considered multiple submissions from a single Offeror.
3. If it is determined that affiliated entities have submitted more than one (1) proposal, all proposals from the affiliated group will be deemed non-responsive and will be rejected from consideration for award.
Accepted and Prohibited Arrangements
1. Entities may form a formal, legally constituted Joint Venture (JV) to submit a proposal.
The JV will be considered a single Offeror. No entity part (or its affiliates) of a JV may submit independently. The proposal must include legal documentation verifying the formation and status of the JV.
The only teaming arrangement permitted under this Solicitation is a formal, legal JV. All other collaborative agreements are prohibited. Each Offeror, including a JV, may only be associated with a single proposal. Any attempt to bypass this limitation will result in the disqualification of all related proposals.
PROPOSAL FORMAT AND CONTENT
Submissions must be in Adobe PDF or Microsoft (MS) Word, except for the Factor 3 Price Matrix (Attachment 0016) (DRAFT), the HTRO Self-Score Matrix (Attachment 0008) (DRAFT), and the Cross-Reference Matrix (Attachment 0009) (DRAFT) which must be in MS Excel format. All scanned documents must be legible and not password protected.
Pages should be 8.5 x 11 inches, with graphs, charts, and tables allowed on 8.5 x 14 or 11 x 17 inches. Font type, font size, and margin requirements do not apply to work sample submissions. All proposal text shall be written in English. While Volumes 2a.1, 2a.2, and 3a.1 have no page limit, Offerors shall provide specific evidence to substantiate their self-score (work samples). Work samples shall be submitted as searchable Adobe PDFs. The Offeror shall assign a unique identifier to each work sample (e.g., WS1, WS2). All pages within the work sample shall include the unique identifier, with the specific evidence location(s) clearly marked as identification to facilitate USG validation of the Offeror’s proposed self-score. A single work sample may substantiate multiple category elements in the HTRO Self-Score Matrix (Attachment 0008) (Draft). Such samples only need to be submitted once; the Offeror shall identify and mark the location of each Category element represented within that sample.
Offerors must follow the instructions in the HTRO Self-Score Matrix (Attachment 0008) (DRAFT) and submit all required documents via the PIEE Solicitation Module. Hyperlinks are not permitted within work samples; each work sample must be a standalone document.
The USG is not obligated to correct errors or omissions in proposals. Proposals with unresolvable errors may be removed from consideration.

General Submission Requirements for Past Experience
Offerors must provide evidence of relevant past experience to demonstrate their capability to perform the work required by this Solicitation. The Offeror is afforded the opportunity to provide past experience contract references for itself, its affiliates, its formal JV Partner(s), and/or its predecessor companies consistent with the Limitation on Submission by Affiliated Entities section above.
1. Source of Contracts: All contract references provided must have been performed under Federal elements of the USG or other governments listed in Attachment 0024, if applicable, and/or subcontracts.
2. Classified Contracts: Please note that references for work performed on classified contracts cannot be independently verified by the USG and, therefore, will not be evaluated.
Use of Experience from Affiliated and Predecessor Entities
Offerors may submit the corporate experience of affiliated entities or predecessor companies.
Affiliated entities are defined as any businesses, organizations, or individuals with direct or indirect relationships of control. To be considered relevant and acceptable, the proposal shall meet the following criteria:
1. The proposal must substantively justify why the Offeror can claim the experience. This justification must explain how the Offeror will draw upon the experience of the affiliated or predecessor company and must demonstrate that the resources (e.g., workforce, management, facilities, or other key resources) of that entity will be transferred to, provided to, or otherwise relied upon by the Offeror for contract performance. The entity whose experience is being cited must have meaningful involvement in the performance of this contract.
2. For any cited experience from an affiliate company, the proposal must include a formal Commitment Letter from the affiliated entity, signed by an authorized representative, detailing the specific resources it will provide and committing to making them available.
3. The USG reserves the right to determine whether the experience of an affiliated or predecessor company is relevant to the Offeror based on the justification provided.
Joint Venture or Predecessor Experience
When providing references for a JV (in which the Offeror was a partner) or a predecessor company, the Offeror must provide the following details to justify the claimed experience:
1. Provide the name of the contractor (the Offeror or JV partner) who is claiming the experience.
2. Provide legal documentation and a clear description of the relationship between the Offeror and the JV or predecessor company whose experience is being cited.
3. Provide a detailed justification as to why the Offeror can claim the experience, explaining how the resources (e.g., workforce, management, facilities) of the JV or predecessor company have been or will be transferred to the Offeror, ensuring meaningful involvement and capability for contract performance. A predecessor is defined as an entity replaced by a successor, which has acquired its assets and carries on its affairs. A successor is defined as the entity taking over, often through merger or an acquisition.
EVALUATION PROCESS
Use of Artificial Intelligence (AI) Tools
The USG may employ AI as a tool to assist in the analysis and review of Offeror proposals. AI tools may be used to support tasks such as summarizing proposal content, identifying compliance with request for delivery order proposal/Solicitation requirements, and highlighting areas of potential strength, weakness, or risk.
Maintaining Inherently Governmental Functions
Notwithstanding the use of AI tools to support the evaluation process, all final evaluation judgements and source selection decisions, will be made exclusively by duly appointed USG personnel. The USG retains sole responsibility for all inherently governmental functions and will not delegate decision making authority to any AI tool.
Offeror Confidentiality and Data Protection
The AI tools utilized by the USG will be employed in a manner consistent with applicable regulations that govern the protection of proprietary and source selection sensitive information.
The AI tool will be an output-only system. Any generated report data is not saved. No proposal data will be transmitted to or processed by external, non-Government systems without appropriate safeguards and authorizations in place.

• Offeror shall confirm that all SAM.gov Representations and Certifications remain current for the entire evaluation period.
Volume 1c Cross-Reference Matrix
Offerors shall enter information in the Cross-Reference Matrix (Attachment 0009) (DRAFT) that links their self-scores to the substantiating information included in their proposal to authenticate their self-score. The Cross-Reference Matrix includes a sample response in row 6 illustrating the information required for each column. Offerors shall add rows as necessary to accommodate each work sample. The Offeror shall include a work sample identifier (e.g., WS1-WS6) within Column D. A work sample submitted which substantiates multiple category elements in the HTRO Self-Score Matrix (Attachment 0008) (Draft) is only required to be submitted once. Offerors shall identify each category element represented within the work sample. If a work sample substantiates multiple elements, each element must be identified within the work sample. The Offeror shall identify the type of document provided as a work sample and shall include document title, page(s), paragraph(s), table number(s) (if applicable), and block(s) (if applicable) within Column E as concisely as possible. Each work sample may consist of multiple documents. Multiple references may be included in a single row if:
• Multiple references related to the same work sample are necessary to substantiate the Offeror’s claimed points, or;
• If the Offeror uses the data of an affiliated or predecessor entity as a Prime or Subcontractor work sample, the Offeror shall include a reference to the objective evidence which demonstrates that it is a legal entity of the parent corporation.
Offerors are encouraged to verify the accuracy of each reference.
The Offeror shall assume that the USG has no prior knowledge of their capabilities and experience. Therefore, the Offeror shall include in Column F any clarifying facts necessary to improve the USG’s understanding and further substantiate the Offeror’s claimed points.
The Offeror shall identify in Column G the individual FSC code(s) identified for each work sample.
The Offeror shall identify in Column H the individual country(ies) identified for each work sample.
Volume 2 Technical Proposal
Volume 2 consists of the Technical Proposal comprised of Volume 2a:
Volume 2a HTRO Self-Score Matrix (Attachment 0008) (DRAFT)
Volume 2a.1 Factor 1 HTRO GO/NO-GO Gate Supporting Documentation
Volume 2a.2 Factor 2 HTRO Technical Matrix Supporting Documentation
Volume 2a HTRO Self-Score Matrix
Offerors shall complete the HTRO Self-Score Matrix (Attachment 0008) (DRAFT), which is comprised of two (2) factors:
Factor 1 HTRO GO/NO-GO Gate
Factor 2 HTRO Technical Matrix
To facilitate the Offeror’s completion of Volume 2a HTRO Self-Score Matrix, the following applicable definitions are provided.
Arms, Ammunition and Explosives (AA&E) – The items within the scope of DoD 5100.76-M, Physical Security of Sensitive Conventional Arms, Ammunition, and Explosives and limited to production and supply contracts of AA&E.
Components – A part of a complete item containing energetics (propellants, explosives, pyrotechnics) which only includes propelling charges, fuzes, primers, projectiles, and warheads.
Contract Value – The cumulative total of all funds obligated to either the Prime Contractor or Subcontractor on the specified contract.
Prospective – Requires demonstration of the capability to obtain requested documents for potential future requirements.
Work Samples – The supporting documentation submitted by the Offeror to substantiate the Offerors’ self-score.
Factor 1 HTRO GO/NO-GO Gate
Failure to meet all criteria of this mandatory factor will result in proposal rejection without further evaluation and therefore ineligible for award.
Offerors shall navigate to the "GO_NO-GO Gate" tab in the HTRO Self-Score Matrix (Attachment 0008) (DRAFT) MS Excel file.
Enter Offeror Name in cell B4.
For each question in Rows 6 through 11, select either "Yes" or "No" from the corresponding dropdown menu in Column C.
An answer of "No" to any question within Factor 1 shall render the Offeror ineligible for award. The USG will not review the Offeror’s proposal any further.
Factor 2 HTRO Technical Matrix
Factor 2 proposals will only be evaluated for those Offerors who successfully PASS all criteria in the Factor 1 HTRO GO/NO-GO Gate. For Factor 2, Offerors shall complete the HTRO Technical Matrix provided.
Navigate to the "Technical Matrix" tab in the HTRO Self-Score Matrix (Attachment 0008) (DRAFT) MS Excel file.
Enter Offeror Name in cell C3.
For each Category in the HTRO Technical Matrix listed in Column C, the Offeror shall enter a numeric value in the "Offeror's Response" (Column E) based on the number of work samples provided as supporting documents to substantiate their score. The "Offeror's Raw Score" (Column H) and the "Offeror’s Self-Score Total" (cell H52) will be calculated automatically.
Evaluation Categories where the Offeror cannot demonstrate experience shall be left blank, and the Offeror will receive zero (0) points for that Category.
To be considered technically acceptable, an Offeror’s Self-Score Total must meet or exceed the MTTR. The “Offeror’s Self-Score Total” (cell H52) will automatically turn green for Acceptable and red for an Unacceptable score.
WARNING: Unless stated otherwise, Offerors shall not change, adjust, unprotect, or manipulate any formulas or cells within the HTRO Self-Score Matrix (Attachment 0008) (DRAFT) MS Excel file. Any unauthorized modification may result in the proposal being rendered non-compliant and rejected.
Instructions and Examples on How to Self-Score
Category 1. Demonstrate your ability to source and deliver munitions and/or components with energetics
Category 1.a.1 (cell C7) “Provide delivery verification for energetics-based end items or components. This applies to Primes/Subs/Manufacturers supporting USG direct contracts or to Prime Contractors delivering on a USG contract. Identify the Federal Supply Class (FSC) code each delivery represents.”
Category 1.b.1 (cell C8) “Provide delivery verification for energetics-based end items or components. This applies to deliveries to alternate countries (Attachment 0024). Identify the Federal Supply Class (FSC) code each delivery represents.”
Quantity Limit (Column D: D7 and D8): The maximum number that the Offeror may submit for the Subcategory or Subcategories. In this instance, up to 10, indicates that the numeric value from 0 to 10 is acceptable for Category 1.a.1 and 1.b.1.
Note: Offerors should be advised that quantity limits may apply to Subcategories within a Category, for example, the Quantity Limit, in merged cells D7 and D8 establish a cumulative limit for 1.a.1 (cell C7) and 1.b.1 (cell C8) combined.
Offeror’s Response (Column E): Offeror will enter number from 0 to 10. The number entered will be the total number of work samples provided as supporting evidence that demonstrates the Offeror’s experience within that Evaluation Category line.
Point Value Each (Column F): The point value for each number of supporting evidence submitted in Column E. In this instance, it is 250 (Category 1.a.1) and 200 (Category 1.b.1).
Maximum Possible Points (Column G): The maximum score in this category. In this instance it is 2500 (Category 1.a.1) and 2000 (Category 1.b.1).
Offeror’s Raw Score (Column H): Once the Offeror enters a number in Offeror’s Response (Column E), automatic multiplication of Column E by Column F occurs and updates in Column H accordingly.
For instance, if the Offeror enters in Offeror’s Response (Column E) the total number of “5” (cell E7) for Category 1.a.1 and “3” (cell E8) for Category 1.b.1 based on valid sourcing documentation and delivery verification, the calculation is:
Category 1.a.1 = “5” work samples * 250 points/document = 1250 for this Evaluation Category Offeror’s Raw Score (Column H)
Category 1.b.1 = “3” work samples * 200 points/document = 600 for this Evaluation Category Offeror’s Raw Score (Column H)
Also, the HTRO Technical Matrix will automatically update the Offeror’s Self-Score Total (cell H52).
Volume 2a.1 Factor 1 HTRO GO/NO-GO Gate Supporting Documentation
