About this file

This is a Cross-Reference Matrix template for the Special Ammunition and Weapon Systems (SAWS) solicitation (W519TC-26-R-0001) that provides a structured framework for offerors to demonstrate their qualifications and capabilities across eight technical categories.

The matrix requires offerors to reference supporting documentation such as work samples, contracts, performance reports, and certifications to substantiate their experience. Factor 1 establishes mandatory GO/NO-GO gate requirements including DDTC registration, current Federal Firearms License (Type 11), active SAM registration with CAGE code and UEI number, prime or subcontractor experience on ammunition or energetics contracts since January 1, 2019, and screening clearances against DDTC debarred parties, OFAC SDN, BIS Entity List, and Section 1260H lists. Factor 2 (HTRO Technical Matrix) contains eight evaluation categories: (1) ability to source and deliver munitions and energetics-based components, identified by FSC codes, with historical and prospective delivery verification; (2) capability to obtain End User Certificates or ECOWAS Waivers for multiple countries; (3) experience obtaining Export Licenses with supporting documentation; (4) demonstrated ability to transport Arms, Ammunition, and Explosives across international borders using various transportation modes; (5) completion of Technical Data Packages for USG and alternate country approvals; (6) successful Lot Acceptance Testing at foreign test sites; (7) ability to source and obtain pricing for specified Unmanned Aircraft Systems; and (8) prime or subcontractor experience on USG or U.S. prime contractor ammunition and explosives contracts valued between $50 million and over $250 million. All documentation must be dated and remain valid from January 1, 2019, onward, with FSC codes required for differentiation of ammunition types and energetics components.
