About this file
This document is a Certification of Compliance with Prohibited Sources requirement for federal contract solicitation W519TC-26-R-0001. It establishes mandatory compliance standards that offerors must acknowledge to be considered for award.
The solicitation imposes two primary prohibitions as material conditions of contract performance. First, offerors must comply with Executive Order 13662 (dated March 20, 2014) by ensuring that no restricted parties under this order are involved in the production, delivery, or End-User Certificate (EUC) process for procured items. Second, in accordance with U.S. Department of State policy, Russian-manufactured sources and any suppliers with connections to Russian Federation-affiliated entities are prohibited due to regulatory and transportation concerns. The government will reject any deliveries containing Russian-manufactured items or items suspected to be of Russian manufacture. Offerors must certify that they will not use any prohibited Russian sources or suppliers suspected of having connections to such sources.
The document includes a mandatory certification statement that offerors must include verbatim in their proposal, with the offeror's legal company name inserted in designated brackets. Failure to include the exact certification statement renders the proposal non-responsive and ineligible for evaluation or award. The certification requires offerors to acknowledge full compliance with the prohibitions on restricted and prohibited sources and to certify that no items will be manufactured, furnished, or supplied by any party restricted under Executive Order 13662 or sourced from Russian Federation-affiliated entities during contract performance.

Certification of Compliance with Prohibited Sources (Go/No-Go Requirement)
Offerors are hereby notified of the following prohibitions, which are a material condition of any contract resulting from this solicitation:
Compliance with Executive Order 13662: Offerors are required to comply with Executive Order 13662, dated March 20, 2014. As such, any restricted parties under this order are prohibited from being involved with the production of the items procured under this contract, any resulting delivery orders, or in the End-User Certificate (EUC) process. The U.S. Government will not accept items manufactured or furnished by any restricted parties under Executive Order 13662.
Policy on Russian Federation Sourcing: In accordance with U.S. Department of State policy, Russian-manufactured sources will not be considered due to regulatory and transportation concerns. Any deliveries that contain Russian-manufactured items or items suspected to be of Russian manufacture will not be accepted. If there is any suspicion that a proposed source and/or supplier is, has a connection to, or may use a prohibited Russian source, that source and/or supplier shall not be considered.
Required Acknowledgment (Go/No-Go)
To be considered for award, the Offeror must include the certification statement provided below, verbatim, within their proposal. This acknowledgment serves as a Go/No- Go evaluation factor.
Failure to include this exact certification statement in the proposal will result in the proposal being deemed non-responsive and ineligible for further evaluation or award.
Certification Statement:
"By submitting this proposal, [INSERT OFFEROR'S LEGAL COMPANY NAME HERE] hereby acknowledges, certifies, and agrees that it will fully comply with the prohibitions on restricted and prohibited sources as detailed in the Certification of Compliance with Prohibited Sources (Go/No-Go Requirement) of solicitation W519TC-26-R-0001.
[INSERT OFFEROR'S LEGAL COMPANY NAME HERE] further certifies that no items will be manufactured, furnished, or supplied by any party restricted under Executive Order 13662, nor will any items be Russian-manufactured or sourced from a Russian Federation-affiliated entity in the performance of any contract resulting from this solicitation."
