DESCRIPTION SPECIFICATIONS/WORK STATEMENT

C.1. BACKGROUND INFORMATION

C.1.1. The Bureau of Overseas Building Operations (OBO) is responsible for the maintenance and repair of Government owned and leased facilities of U.S. Department of

State (DOS) diplomatic missions worldwide.

C.1.2. The intent of this statement of work is to obtain overseas construction, professional engineering, and technical services for the maintenance, trouble-shooting, repair, alteration, replacement, construction and upgrade of facilities and facilities systems and equipment at various OBO sites worldwide by means of Indefinite Delivery, Indefinite Quantity (IDIQ) contract with firm fixed prices for the execution and completion of work ordered by individual Task Orders. Each Task Order will specify the level of personnel security clearances (SECRET or TOP SECRET) required to perform the given tasks and whether the task is at a specific HUMINT threat post or requires

COMSEC crypto access.

The Security Training for Contractors abroad at posts with a high risk to their safety

FAR clause 52.225-19 "Contractor Personnel in a Designated Operational Area or

Supporting a Diplomatic or Consular Mission Outside the United States" paragraph

(e)(2)(v) requires that all contractor personnel receive personal security training. The

High Threat Security Overseas Seminar for Contractors (HTSOS-C) course described below meets this requirement unless the contract requires more intensive security courses.

The Government is providing a High Threat Security Overseas Seminar for Contractors

(HTSOS-C) course to the contractor for use in training all U.S. citizens and Third

Country National (TCN) personnel assigned to specified high risk locations. The

Contractor shall provide this training course to U.S. Citizens and TCN employees expected to be at that location for more than one (1) day (see exceptions below). The training is available in several languages and maybe conducted individually or in a classroom setting. The CO will advise the contractor on how to obtain the electronic course at time of award. The training must be taken by the employee in pre-deployment or within 15 days of being assigned to the hazardous location and every five years thereafter, or upon transfer to a new contract.

Exceptions: Personnel who have taken a more intensive State Department approved security course such as the FSI course CT650, Foreign Affairs Counter Threat (FACT) course or a Contractor-obtained equivalent FACT course, (if the course is approved by the CO in writing)will be considered to have met this requirement.

The Contractor shall file proof of each person trained in their Contractor-maintained personnel record and it must be available for inspection by the CO or COR upon demand.

Since the training is good for five years, a training certificate should be provided to each trainee to use as proof of training for future positions.

C.1.3. All electrical work shall only be performed by a licensed electrical contractor.

The Contractor shall furnish, install, and construct complete and operable low, and medium voltage power systems conforming to OBO Design Standard Specifications, National Electric Code, National Electrical Safety Codes, NFPA 70E, NETA, OSHA, ANSI/IEEE, ASTM, International Building Code, and using good practices of installation, adhering to industry standards safety practices including but not limited to, tagging, testing, and grounding. Furnish materials/equipment listed and labeled by UL or another recognized electrical testing laboratory, and readily available on the commercial market. These complete electrical equipment system or systems will include but are not limited to medium voltage apparatus, generators, transformers, Automatic Transfer switch (ATS), Automatic Voltage Regulator (AVR), Uninterruptible Power Supply

(UPS), Transient Voltage Surge Suppressors (TVSS), switch gear, switchboard, circuit breaker, electric distribution panel, protective relay & controls, various electrical equipment, energy improvements, PLC and all other ancillary material.

C.1.4. GENERAL PROJECT REQUIREMENTS

C.1.4.1. General Requirements. The Contractor shall provide program engineering, design, and technical support as necessary to properly plan, design, execute and complete assigned Task Orders in accordance with the incorporated proposal, this statement of work, applicable codes, standards and performance criteria. Engineering, design and technical support include surveying, planning, and the design of varied and complex building systems in accordance with the codes, standards and specifications listed in

J.2.2.3 OBO Standard Specifications and J.4 TECHNICAL REFERENCES. Designs shall integrate the impact of actual site conditions, including the post Asbestos

Management Plan, on the proposed work.

C.1.4.2. Engineering Support. The Contractor shall provide project engineering support as necessary to deliver a completed and accepted product that meets OBO’s Task Order intent and contract performance criteria. Engineering support shall be capable of providing project management, to survey, plan and design varied and complex building systems in accordance with the codes, standards and specifications listed in J.2.2.3 OBO

Standard Specifications and J.4 TECHNICAL REFERENCES. The cost for engineering support is included in the cost associated with the specific task for which the engineering support is being provided.

C.1.4.3. Technical Support.
