#CompanyRFP SectionQuestionAnswer/Response
76FribergB· Section B states “at least one Journeyman electrician” this suggests that local labor for electrical work would be acceptable, given Journeyman supervision. Please clarify. If supervision is acceptable, what ratio will be required? If supervision is acceptable and a ratio is in effect, how will this be enforced?Contractor supplied personnel requirements will be described in each task order. At a minimum this will require work performed on-site by at least one Journeyman electrician or Professional Engineer. Enforcement will be as determined by the Contracting Officer and COR. If local labor is allowed then the contractor must follow the USG access policy, and the contractor is responsible for all escort duties. The USG will not provide security escort for local labor. The program office will advise if local labor will be allowed for a specific task order. Sometimes local labor is not allowed.
89FribergBB-7 Unit pricing; Does this mean items are priced individually or per like item. i.e. material lump sum, tools, etc.Unit Price is a FAR requirement, and as shown in the Project Cost Estimate template for fixed-price line items includes the Quantity, Unit of measure, Unit price (for the item), and Total price for Separately Identifiable Items
98AEDBSection B.5 of the RFP clarifies what may be included as Other Direct Costs (ODCs) for the contract vs. what is to be included in the “overhead and G&A burdens to hourly rates for the Labor Categories”. In accordance with the DSSR, it is customary for personnel to be compensated with uplifts to direct compensation for station specific allowances besides Danger Pay. Will the Government allow other location specific allowances besides Danger Pay to be priced as an ODC on task orders issued after awardN0
100AEDBSection B.8.1 appears to instruct offerors to price maximum rates allowable under the contract for United States based personnel performing services in the listed disciplines on the pricing tables for the base year and option years. We note that the listed disciplines for the Sample Task Order includes an additional discipline than what is to be evaluated from Section B.8 pricing. Will offerors be allowed to price additional, optional labor categories on the sample task order or task orders to be priced after award, such as local national or third country national personnel or US based subject matter experts?Labor categories must conform to the Project Cost Estimate template. Contractor personnel proposed to provide the service must be licensed and qualified for that trade. After award of the IDIQ there may be individual task orders requiring additional labor categories. For the future task orders, the contractor must provide firm fixed prices for all labor categories required by the Performance Work Statement.
1AEDCIn determining our team for the subject procurement, I'm seeking clarification on what is meant by a licensed contractor.

Our potential team member is currently an incumbent on the International Maintenance Assistance Program (IMAP) with the requisite licensed personnel and a business license in most of the 50 states. However, their license is to construction. Given their current role and experience with DOS- will their licenses be sufficient to bid this requirement?

Definitions are found in Section C – C.10 TRADESMAN/CRAFTSMAN AND PROFESSIONAL LICENSING REQUIREMENTS, AND MANUFACTURER CERTIFICATIONS” A licensed “Electrical Contractor” is an electrical contracting firm maintaining an active license to perform electrical construction & service work in at least one of the 50 United States, Puerto Rico, or any US Territory and directly employing at least one licensed Master electrician designated as the having signing authority.

2KVA ElectricCThere seems to be conflict regarding the use of Apprentices. C.10.4.4 states that Apprentices are not allowed but in C.10 page 51 under General Requirements - items 9 and 10 seem to anticipate the use of Apprentices with prior written approval from the COR. What is the intent regarding the use of Apprentices?Apprentices cannot be submitted as key personnel for contractor staff for this contract. Individual task orders during the contract may allow apprentices as part of the installation team if there is COR approval.

5KVA ElectricCC.10 Definitions: page 48 states “A licensed “Electrical Contractor” is an electrical contracting firm maintaining an active license to perform electrical construction & service work ………………..and directly employing at least one licensed Master electrician designated as having signing authority.” Our state licensing authority has experience and exam requirements for an Electrical Administer and recognizes the designation of electrical administrator as the individual having the signing authority and is the required supervisory employee a contractor has to have to become a licensed Electrical Contractor . Will an electrical administrator be considered pari passu with the masters electrician for this section.Yes, Some states have different description but the signing authority for permits is what we are looking for.
38AecomCC.9.3.3 Will the government confirm partial payments will be allowed as long as they are approved by the Government Project Manager? We do partial payments on a case by case basis but not as a general rule. FAR Part 32 applies to the contract and there are provisions for partial payments.

77FribergC· Section C suggests the intent of this IDIQ is to provide an estimate for the surveys. Please confirm. If so, are the “stipend” surveys being eliminated for this IDIQ contract? How many contractors will be selected to survey per project/task order? The number of companies selected to perform a site survey depends on how many IDIQ contracts awarded. The program office will advise the contracting office if stipends will be provided and how much. Sometimes stipends are not awarded.
78FribergC· C.3.1 States “after the task order” contractor will survey. Historically, these task orders have come much later than the surveys have taken place. In some cases they are not provided until the project is awarded to the winning contractor. Please clarify if the contractor is delay survey until the task order is provided?Contractors must attend surveys on the dates determined by the contracting officer.

119AEDC1. RFP section C.10.4 states that all personnel performing work on the contract require a SECRET clearance. Can the Government please confirm this is an absolute requirement for all personnel? It would appear that personnel that perform supporting tasks that do not require access to secure networks or facilities could perform their work without a clearance.C.10 .4 requires all personnel performing work on the contract possess a current SECRET Clearance PRIOR to contract award. In general , a TOP Secret Clearance is required for all field work under this contract. However, there may be certain task orders that would only require a Secret clearance. For those occasions, the task orders will include such language. All labor categories shall be TOP SECRET cleared unless noted on the task order.
