The Government will not require and rely upon certified cost or pricing data, as described in FAR subpart 15.4, for award of the contract because adequate price competition is anticipated. Instead, where applicable, the Government will require and rely upon other than certified cost or pricing data.

However, TINA may apply during contract performance when the Government contemplates an action for which an exception to the Contractor providing certified cost or pricing data does not apply (e.g., when negotiating a price estimated to exceed the certified cost or pricing data threshold for a new task order, modification of a task order, or modification of the contract based on rate/cost/price information not previously negotiated in the contract or task order).

Pursuant to FAR 15.403-4(a)(1), the “threshold specified in the contract” for requiring the Contractor to provide certified cost or pricing data, when applicable, during contract performance is the threshold identified in the edition of the FAR effective at the time of the Government requiring the Contractor to provide certified cost or pricing data.

C-000 Section C - DESCRIPTIONS/SPECIFICATIONS/STATEMENT OF WORK

SECTION C – DESCRIPTIONS, SPECIFICATIONS, AND STATEMENT OF WORK

C.1 BACKGROUND

The United States Department of State (DoS), Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A) provides aviation support for, but not limited to, the eradication and interdiction of illicit drugs, training of contractor and host nation personnel, embassy support, movement of personnel and equipment, reconnaissance, personnel recovery (PR), medical evacuation, security of personnel and equipment, and convoy escort. At times INL/A equipment, aircraft, and personnel operate from forward operating base locations under primitive conditions and at other times from international airports with the most advanced navigational aids. Aircraft utilized in support of DoS missions must have greater flight endurance; carrying capacity (both cargo and personnel); as well as range, take-off , climb, and turn performance at high elevations and density altitudes. Furthermore, the aircraft and crews are subject to being targeted by hostile fire. Aircraft subject to hostile fire will generally require defensive aircrew and aircraft survivability systems to be installed such as but not limited to armor, the AN/AAR-47 missile warning system, and ALE-47 countermeasure dispensing system. Finally, aircraft and non-aircraft support systems such as, but not limited to base operations, aviation ground support equipment, Air Traffic Control (ATC) capability, personnel, and personnel support systems are deployed and established at remote locations around the world to support DoS missions.

· The INL/A aircraft perform a variety of missions. At times the aircraft operate from forward operating base locations under primitive conditions and at other times from international airports executing instrument approaches. The primary mission is to transport passengers and cargo into and out of austere and established runways located throughout the theater of operation, Afghanistan, in support of the Narcotics Affairs Section of the US Embassy. This mission requires that the aircraft have good personnel and cargo carrying capacity, long range and flight endurance. Operations are often flown in very rugged, high mountainous terrain that requires optimum take off, climb, and turn performance at high and high-density altitudes. These aircraft will serve in remote areas with few bases from which to operate aircraft. For this reason, the aircraft is required to have much greater range than standard aircraft. Secondary missions included, but are not limited to, convoy escort, hostile force reconnaissance, medical evacuation, and illicit crop verification. Further, the aircraft and crews are subject to being targeted by hostile fire. These aircraft will require defensive aircrew and aircraft survivability systems to be installed. Other INL aircraft operating in this region have a Symetrics AN/AAR-47 missile approach warning system combined with the ALE-47 flare decoy dispensing system.

· The contractor may be required to lease aircraft to support INL/A missions.

· INL/A requires non-recurring engineering efforts to support continued airworthiness of the current Department of State owned aircraft fleet and to develop and evaluate the airworthiness and technical capabilities of proposed aircraft acquisitions. Engineering support is required to comply with the requirements of the Federal Aviation Administration (FAA), the Department of Defense (DoD), original equipment manufacturers (OEM), and Federal Management Regulations (FMR). Support includes but is not limited to development of engineering change proposals (ECPs) for production incorporation and retrofit modifications to correct production, operational, and safety deficiencies as well as improvements to INL/A aircraft. Efforts include various trades studies, engineering analyses, engineering investigations, kit development and integration, and diminishing manufacturing sources and material shortages (DMSMS) solutions. Engineering standards are specified in FAA, DoD, national and international aviation consensus standards.
