Department of State Multi-Mission Aircraft and Aviation Support
Office of Operational Medicine Question & Answer 2
QUESTIONS AND ANSWERS
1. Is it acceptable to propose a solution that moves away from the Gulfstream III airframe?
The answer to question #3 of the initial Q&A set shows that alternate technical solutions are welcome so long as they meet requirements for operating specifications, range, and biocontainment that meets both Department of State and FAA requirements. See the final paragraph of the Government’s response to question #3 of the initial Q&A which states:
These specifications are for a system design for use on a Gulfstream III aircraft. It is not the only possible way to attain/maintain biocontainment that meets the Government’s requirements. Regardless of the final technical approach to biocontainment, interested vendors must understand that FAA Supplemental Type Certification must be in place at the time of award. The Government will not consider declaring the aircraft a Public Use or State aircraft. The Government will not modify existing equipment to adapt to other airframes.
2. It is our understanding that the incumbent contractor recently sold its biocontainment pods to the Department of State. If this is the case, would these not be available for the incoming contractor? If not, why would the biocontainment pod need to possess an
STC?
The Government holds that at least one, and potentially multiple Supplemental Type
Certifications will be required to install a cargo pallet into an aircraft that will carry passengers and tie into the aircraft's electrical system, as well as to create a controlled pressurization leak in a manner that reliably directs airflow from fore to aft. If the Contractor wishes to present a capability for consideration that will not require STC, they should obtain and include written concurrence with their assertion from the FAA Regional Aircraft Certification Office as part of their response to this sources sought.
3. Would the Department of State allow an appropriately trained medical provider to also act as flight attendant (RFI Section 2.2.6.3)?
Yes, this would be acceptable.
