SBU

Anti-Ram Barriers Approved by the Bureau of Diplomatic Security (DS) for U.S. Department of State (DOS) Overseas Applications – January 2015

1. This list is marked Sensitive But Unclassified (SBU) and is intended for use supporting DOS projects.

2. This list is not intended for use by other organizations as they may have requirements and applications that differ significantly from DOS needs. ASTM and PAS 68 barrier rating systems offer additional options for threat vehicles, impact speeds and penetration conditions.

3. Significant changes since the 2012 version of this document are removing barriers and manufacturers that are no longer commercially available and removing commercially available passive barriers. Listed below, in item 7, are performance equivalencies that can be used to employ commercially available passive barriers on DOS projects. The only passive barriers on this list are DOS/DS-non-proprietary designs; these are notional designs that still need to be adapted to specific site conditions and site requirements.

4. This list addresses a barrier’s ability to withstand test vehicle impact and to meet DOS physical security requirements. It does not represent an endorsement of a specific product or design. This list does not address a barrier’s suitability for a specific application nor compliance with specific design, fabrication, construction or operational requirements.

5. Impact ratings are speed measured in miles per hour (mph) at time of impact. The DOS impact vehicle is a medium-duty, diesel-powered truck. The three DOS ratings are:

• 50mph (formerly known as “K12” by DS, and currently known as “M50/P1” by ASTM),

• 40mph (formerly known as “K8” by DS, and currently known as “M40/P1” by ASTM), and

• 30mph (formerly known as “K4” by DS, and currently known as “M30/P1” by ASTM).

The dynamic penetration limit for the impact vehicle for all these ratings is always 1 meter (3 ft. 3 ½ in.).

6. The barriers on this list were approved in their “as tested” configuration and size. Untested modifications are not approved by DS. Changes to mechanical systems associated with barrier operation (i.e. hydraulic vs.

electromechanical actuators) do not affect the barriers impact resistance.

7. Proprietary passive barriers are approved for use at DOS facilities if they have been successfully tested in accordance with the appropriate ASTM, PAS-68, IWA or legacy DOS testing. Listed below are performance equivalencies.

30 mph applications:

8. Barriers on this list are sorted by barrier type (e.g. bollard, wedge), then by impact rating, starting with the lowest rating.

9. Design information for DS non-proprietary barriers is available at the DS/PSD/RD SharePoint site.

10. This list is an update from that released in October, 2014, and includes the following notable changes:

• Added the SBU sentence (bullet 1, sentence 1)

• Added a phrase about the DS designs being notional and thus needing to be adapted to site-specific conditions / requirements (bullet 3, last sentence)

• Changed the date on the front cover sheet; added page numbers to the bottom of the cover pages;

spelled out “Sensitive But Unclassified” in the footer

• Added the DS-32 wall

• Added the Delta HD 300 EM wedge barrier

• Added the AutoGate VPL-K8-Shield electric drop-arm

• Clarified that the Delta DSC 720 rising bollard on this list is the “DSC 720 – 1M” model, which is 1 meter tall

• Clarified the descriptions of the DS-41, DS-42, DS-43 and DS-44 picket fences

• Clarified via the barrier name that the DS-50 and DS-51 are knee walls

• Removed the one-post bolted SVAR barrier (DS-202)

• Removed the duplicate Delta DSC 207s from the list (it was inadvertently on the list twice)

11. For questions regarding this list, please contact:

• Mr. Bill McCarthy, DS/PSD/RD Branch Chief: McCarthyWD@state.gov,

• Or, contact Russ Norris, Perimeter Protection Program Manager: norrisrj@state.gov,
