SAQMMA16R0106 – Diplomatic Platform Support Services (DiPSS)
Attachment 3 – Service Category 1 and Ordering Procedures
1. The work to be acquired under this DIPSS contract is for logistical service, life & mission support services, and all other operation & maintenance services at various government installations located in any country where the U.S. Department of State has a presence, with a focus on high threat contingency environments.
Types of projects may include, but are not limited to: food service and food logistics, maintenance & repair of facilities, full spectrum operations of man camps, sewage and plumbing operations of facilities, leasing properties, refurbishing properties to include upgrading to meet high security requirements, laboratories, dining facilities and related structures, travel services for personnel, Medical services, and limited security as deemed necessary by DoS, and insurance.
2. Detailed services of the above scope of work will be specified at the task order level
3. Additional Ordering Procedures for the DiPSS IDIQ are as follows;
SB’s will participate in all (at CO’s discretion) task order above and below $20 million dollars. Large companies on DiPSS will service & generally participate only in efforts above $20 million. The CO will consider the dollar threshold and operational factors as guiding factors in setting aside the solicitation for small business or permitting large awardees to compete for task orders.
DiPSS task orders can be issued to support Posts and/or requirements globally. Awarding a task order to one vendor does not guarantee future task orders within that region.
All bureaus (as well as embassies and posts) will continue to send requirements to AQM as usual.
There is no change in this process, AQM will determine if the requirement will be fulfilled using the DiPSS vehicle or if there is a better solution. Once confirmed, the requisition will be assigned to the DiPSS CO for solicitation and award.
The Deputy Assistant Secretary for Logistics Management will be the authority responsible for allowing task orders to be issued to support other agencies. If approved, the same process as above is followed.

Service Description:
Services must be provided in strict adherence to the terms and conditions of the contract, Foreign Affairs Manual (FAM), Foreign Affairs Handbook (FAH), Federal Acquisitions Regulations (FAR), Department of State Acquisition Regulations (DOSAR), and other applicable US Government regulations, including local US Embassy policies and procedures. The Contractor shall use the Project Management Body of Knowledge (PMBOK) as the guidance document for performing Service Category 1 requirements.
Task Order management must be robust and scalable to support up to 250 post and consulate locations across the globe. Task Order management services for this contract is as complex as the places of performance in which they will be performed. Work may be performed in every operational environment the DoS are present. Places of performance may include countries such as Afghanistan, Iraq, and Yemen, high threat posts.
Service Category 1 services relate to the Project Management Process Groups described in the PMBOK as the:
Executing Process Group, Monitoring and Controlling Process Group and Closing Process Group. This is not an exclusive list of scope of Category 1 services. Task Order Performance Work Statements will identify services ordered.
Executing Process Group
These are services performed to complete the work defined in the Task Order management plan to satisfy the Task Order requirements. Services may include:
Direct & Manage Task Order Work
Leading and performing the work defined in the Task Order management plan and implementing approved changes to achieve the Task Order’s objectives.

Monitoring & Controlling Process Group
These are services required to track, review, and regulate the progress and performance of the Task Order; to identify any areas in which changes to the Task Order management plan are required; and to initiate the corresponding changes. These services may include:

Tracking, reviewing, and reporting the progress to meet the performance objectives defined in the Task Order management plan.

Perform Integrated Change Control
