SAQMMA16Q0002 ATTACHMENT 4 SERVICE VOLUME
Service Volume and Other Reference Information
The information provided below is representational only. The information may not accurately reflect future requirements. There are no guarantees that the information represents the minimum level of work under the blanket purchase agreement (BPA).
Orders/buses/bus hours per month The intent of the BPA is to accommodate overflow trips that cannot be handled with in-house assets for reasons such as emergent or surge requirements, staffing shortages or equipment failures. In addition, at this time, we do not know how many BPAs will be awarded as a result of this Request for Quotes (RFQ). We transport on average approximately 500-700 passengers per week on unscheduled trips of varying duration/distance lasting from only a few hours to more than 12 hours per day, sometimes over multiple days (including weekends and holidays) using multiple vehicles.
Nature of services In general, the only services required are those customarily associated with commercial charter bus services; in addition to actual operation of the vehicle, the operator may be required to meet and greet passengers upon arrival at an airport terminal or as the passengers approach/enter the vehicle (possibly assisting with baggage loading upon request), provide general trip information regarding schedules, routing, drop-off/pick-up points, etc. Usually a government representative or sponsor will either accompany each group or be present at the assembly point prior to departure to provide information to passengers and act as liaison between the operator and passengers.
Requirements of types/sizes of vehicles Historically, the number of passengers per trip averages 25 to 28. A majority of requirements passed to vendors under prior BPAs have been for mid-size buses, followed by over-the-road coaches, then by 15-passenger vans.
Seasonality of services:
Generally services are not seasonal or evenly distributed. However, there is generally a slight decline in service whenever Congress is not in session, as well as during Thanksgiving week, the last two weeks in December, and the first two weeks in January. Furthermore, there are surge requirements not tied to seasons, such as economic summits, that may require multiple vehicles over multiple days.
Minimum hours/call The Government does not have any minimum hours per call requirements. However, vendors are required to specify if they intend to charge any minimum number of hours per call for each individual type of service in response to the RFQ; failure to do so for any individual contract line item number (CLIN) will result in an interpretation by the government that the vendor does not charge minimum hours per trip for any CLIN because the vendor did not specify any minimum hours charges in its proposal. It should also be noted that the Government intends to include minimum hour charges in its decision process before issuing individual calls.
Average move Unscheduled trips average 4-6 hours per day. Scheduled trips usually occur over a 10 – 12 hour window each work day.
