| Question | Response | |
| 26 Revised | Is the bidder required to complete the GPAT for each deliverable or complete one GPAT for the entire solicitation? | The Bidder should complete one GPAT for the entire solicitation, indicating whether or not all potentially delivered products required by the SOW to which each standard applies will be compliant. If some products will be compliant and others not, they should indicate “Partial” compliance, and state in the comments which products will or will not be compliant and in what way they will not comply with the standard. Offerors may include links to VPATs for major EIT deliverables/components (e.g., VPATS from Cisco), as supporting documentation of their GPAT summary responses (of different multiple EIT components). |
| 81 Revised | Is the GPAT form to be filled out for each item ordered, or, since the government has chosen these items, are we to assume that these items are already conforming and we need not supply a GPAT for each? If we are not required to supply the GPAT for the government items, what items do we need to fill the GPAT out for, the items that we propose as “Equal”? If this is the case, do we need to fill out a GPAT if the brand names are the same, though a different item number is being proposed? | The Bidder should complete one GPAT for the entire solicitation, indicating whether or not all potentially delivered products required by the SOW to which each standard applies will be compliant. If some products will be compliant and others not, they should indicate “Partial” compliance, and state in the comments which products will or will not be compliant and in what way they will not comply with the standard. | 82 | Does DoS want bidders to provide GSA pricing as it is considered the lowest price to the Government, or should we provide open market pricing if DoS does not expect to write the task orders against an OEM or bidder's GSA Schedule(s)? | This is not a GSA schedule solicitation; this solicitation is not issued using FAR 8.4 procedures. |
| 83 | On CLIN0073, LIC-ECxx-NPP (Cisco Natural Presenter Package, EX-Series Codecs (if purchased separately)), this part number does not appear as valid in either CCW (Cisco Configuration Workspace) or on static price lists; all EX-series codecs are provided with NPP by default. Will DoS provide clarification of part number for what is desired or eliminate this line item? | No. The part number will not be changed. This is a zero-dollar line item. It is a separate line item merely for maintenance tracking purposes (i.e., if/when users report problems with the unit). |
| 84 | On CLIN0094, L-WBX-MC1-NH-NEW, this part number does not appear as a valid Parent Part Number within CCW (Cisco Configuration Workspace). Will DoS provide clarification of part number of substitute valid part number for same item/ description of ‘L-WBX-MC1-NH’? | No. The referenced "Cisco direct part number" is correct, as written. |
| 85 | Please confirm the correct hand delivery address, so that we can address our response properly and ensure delivery. | The correct hand delivery address is: U.S. Department of State, Office of Acquisition Management, A/LM/AQM/IT/ISB - Room 419 C (fourth floor), Attn: Saga Morse, 1735 N. Lynn Street, Arlington, VA 22209. Contract Clause G-002 Contract Administration Data has been updated accordingly. |
| 86 | Are we allowed to team, and if so can we submit both a teaming proposal and a solo proposal as well? Also, in regards to teaming partners, would the contracting office prefer that small businesses team with other small business, or can they team with a large business as long as the small business primes the contract? | Contractor Team Arrangements (as defined in FAR Subpart 9.6) are permitted. However, since this is a Total Small Business Set-aside, offerors are responsible for complying with SBA rules to ensure that they qualify as a small business concern for the purposes of this solicitation. The DoS will not accept multiple proposals from the same potential prime contractor, however a company may submit a proposal in its own name and also as a member of a partnership or joint venture acting as a potential prime contractor. These proposals would be evaluated as completely separate proposals. Maximum small business participation is preferred. |
| 87 | We have had a complaint from our customers that they cannot provide ratings using the form provided by DOS in the attached. Essentially the form references a "drop down menu" however none appears. When you try to type your answer in the text will not save within the cell (you are prompted with an error message). Can the Government provide a new survey that customers can edit? | No, the Government will not provide a new survey. Edit's can be made to the survey as long as the document is changed from "page layout" view to "normal view." |
